Civil Aviation Administration supports Shenzhen's low-altitude economy

Recently, the Civil Aviation Administration of China (CAAC) officially expressed its support for Shenzhen's establishment of a national industry comprehensive demonstration zone for low-altitude economy. It authorized Shenzhen to further improve its industrial development service system and actively conduct research and pilot projects in low-altitude logistics, urban air transportation, and other fields to expand low-altitude application scenarios. This decision has opened up new horizons for the development of Shenzhen's low-altitude industries.

In recent years, Shenzhen has made comprehensive efforts in low-altitude economy, a new market segment, leading the nation in the scale of low-altitude flight operations. Taking unmanned aerial vehicles (UAVs) as an example, after more than 20 years of development, Shenzhen has gathered a group of industry-leading enterprises such as DJI, Phoenix-Wings, Autel Robotics, and Skyeagle Equipment, with a world-leading completeness of the industrial chain.

From the perspective of consumer-grade applications, manufacturers such as DJI have become the main providers of consumer-grade UAVs globally. They are leading enterprises in the UAV field. From the perspective of industrial-grade applications, the output value of Shenzhen's industrial-grade civil UAVs accounts for about 60% of the national total. The city is home to dozens of industrial-grade UAV manufacturers such as AEE and MicroMultiCopter.

Public data shows that in 2023, the annual output value of Shenzhen's low-altitude industryexceeded90 billion yuan, a year-on-year increase of 20%. In the same year, Shenzhen opened 77 new UAV routes, built 73 new UAV takeoff and landing points, and completed 600,000 flights of cargo UAVs, ranking first in flight scale nationwide. Consumer-grade UAVs accounted for 70% of the global market share, and industrial-grade UAVs accounted for 50% of the global market share. Helicopter flights exceeded 20,000 flights, leading the nation in flight scale.

On February 27, 2024, the "Demonstration Flight of eVTOL Cross-city Cross-bay Routes and the Signing Ceremony of Fēngfēi Aviation Landing in Shenzhen" was held at the Shekou Cruise Terminal in Nanshan District, Shenzhen, exploring new scenarios for low-altitude manned transportation in urban air transportation.

In recent years, Shenzhen has been continuously exploring and advancing in the expansion of low-altitude economic application scenarios. Shenzhen actively supports general aviation enterprises in conducting commercial operations for manned air transportation. In 2023, helicopter flights reached 23,000 flights, leading the nation in flight scale.

In addition, new UAV applications such as low-altitude logistics, instant delivery, urban governance, and public services have emerged and begun to prosper. Statistics show that by the end of 2023, relying on Meituan's UAVs for instant delivery and Phoenix-Wings's low-altitude logistics networks, Shenzhen's annual cargo UAV flights reached 610,000 flights.

民航局支持深圳加速布局“天空之城”

近日,中国民用航空局正式表达了对深圳市创建国家低空经济产业综合示范区的明确支持,并授权深圳进一步完善产业发展服务体系,积极开展低空物流、城市空中交通等领域的研究试点项目,以拓宽低空应用场景。这一决策为深圳市低空经济产业的发展开辟了新的天地 。

近年来,深圳全面发力低空经济新赛道,低空飞行规模处于全国领先地位。以低空支柱产业无人机为例,经过20多年的发展,深圳目前聚集了大疆、丰翼科技、道通智能、路飞智能、天鹰装备等一批行业头部企业,产业链完备度世界领先。

从消费级应用看,以大疆为代表的生产企业已成为全球消费级无人机的主要提供商和无人机领域的领航企业;从工业级应用看,深圳工业级民用无人机产值占到全国六成左右,拥有一电科技、科比特等几十家工业级无人机生产商。

公开数据显示,2023年,深圳低空经济年产值已超过900亿元,同比增长20%;2023年,深圳新开通无人机航线77条,新建无人机起降点73个,完成载货无人机飞行量60万架次,飞行规模全国第一,消费级无人机占全球70%的市场份额,工业级无人机占全球50%的市场份额;直升机飞行量超2万架次,飞行规模全国领先。

2024年2月27日,“电动垂直起降航空器eVTOL跨城跨湾航线首次演示飞行暨峰飞航空落地深圳市签约仪式”在深圳市南山区蛇口邮轮母港成功举办,探索了城市空中交通低空载人运输新场景。

近年来,深圳在低空经济应用场景拓展上不断探索前行。深圳积极支持通用航空企业开展载人空中交通商业化运营,2023年直升机飞行量达2.3万架次,飞行规模全国领先。

此外,以无人机为支撑的新型低空物流运输、即时配送、城市治理、公共服务等应用场景,也如雨后春笋般涌现、初具规模。统计数据显示,截至2023年,依托美团无人机开展即时配送、丰翼科技构建低空物流配送网络,深圳全年载货无人机飞行量达61万架次。
