Vibrant Guangdong | Low-altitude economy poised for rapid growth

2024 is expected to be "The First Year of Low-Altitude Economy," with Guangdong's low-altitude economy surpassing 100 billion yuan, leading the nation. The Guangzhou-Shenzhen-Zhuhai metropolitan area has formed differentiated low-altitude economic clusters. The Guangzhou Development District hosts 50 companies in the low-altitude industry chain, with an annual revenue of about 13 billion yuan. Shenzhen, known as the "Drone Capital," is home to numerous related enterprises, including DJI, and has been selected as a pilot city for eVTOL (electric vertical takeoff and landing) aircraft.

Currently, the new generation of unmanned low-altitude vehicles is transitioning to civilian use. As organizations and companies develop low-altitude economy businesses, they often face institutional bottlenecks. In response, Guangdong's action plan outlines a key goal: to establish a smooth three-way collaborative management system involving the military, local governments, and the private sector within three years, with clear responsibilities and efficient coordination. Additionally, a safe, efficient, and interconnected ground and low-altitude infrastructure network will be built, as both passenger transport and delivery services via aircraft rely on takeoff and landing points and airports.

According to the plan, by 2026, Guangdong's low-altitude economy will exceed 300 billion yuan, forming a dynamic linkage between Guangzhou, Shenzhen, and Zhuhai. This will foster the growth of leading companies, while the improvement of institutional frameworks and infrastructure will enable many small and medium-sized enterprises that use special and sophisticated technologies to emerge, fully penetrating various aspects of the low-altitude economy. From delivery boxes to key components of aircraft, new growth points are being cultivated everywhere.

Looking ahead, the influence of the low-altitude economy is beyond imagination. For example, if delivery and courier services are carried out by operators of flying vehicles, the existing commercial landscape will be reshaped. It is expected that Guangdong's low-altitude economy will move from a two-dimensional to a three-dimensional model, reaching a new peak in 2025. This transition will inject strong momentum into economic development, create a new development pattern, and establish Guangdong as a benchmark for the national low-altitude economy, continually unlocking its development potential.

2024年堪称“低空经济元年”,广东低空经济规模超千亿元,领跑全国,广深珠三城已形成差异化低空经济产业集聚区。广州开发区汇聚 50 家低空产业链企业,年营收约 130 亿元;深圳作为“无人机之都”,以大疆为引领,聚集大批相关企业,还入选 eVTOL 试点城市。

当下,新一代无人驾驶低空飞行器正向民用转化,机构、企业发展低空经济业态时,常受机制瓶颈束缚。为此,广东行动方案明确首要目标:三年内构建顺畅的“军地民”三方协同管理机制,各方分工清晰、协同高效;同时,要打造安全高效、互联互通的地面和低空基础设施网络,毕竟载人、运快递都离不开起降点与机场。

按计划,到 2026 年,广东低空经济规模将超 3000 亿元,形成广、深、珠三核联动格局,催生一批龙头企业,伴随机制理顺、设施完善,众多中小型专精特新企业也将崭露头角,全面渗透低空经济各环节,从快递箱到飞行器关键部件,处处孕育新增长点。

展望未来,低空经济影响力超乎想象。比如物流配送若由操控飞行器的快递、外卖小哥完成,现有商业版图必将重塑。可以预见,广东低空经济正从城市二维迈向三维,2025 年必将掀起新高潮,为经济发展注入磅礴动力,开创全新发展格局,成为全国低空经济发展的标杆,持续释放发展潜能。
