In 2024, Guangdong, a major employment hub, has achieved impressive results. From January to November, the province added 1.3557 million new jobs in urban areas, a 3.9% increase year-on-year, exceeding the annual target by 123.2%. The average urban surveyed unemployment rate remained stable, staying within the target range of 5.5%. 

Guangdong has introduced a series of policies to stabilize employment. These include the "16 measures to stabilize employment," the continuation of reduced unemployment insurance rates, and 17 measures to support the private sector. The province has also launched ten key actions to promote employment and entrepreneurship among university graduates. This year, nearly 20 billion yuan has been saved for businesses and workers through these initiatives. Additionally, a special personnel system has been established to ensure labor support for key enterprises.

This year, Guangdong has facilitated the creation of over 302,000 policy-supported posts and more than 90,000 internship positions. The province also organized 2,408 targeted recruitment events for key enterprises and held over 3,500 "public employment services on campus" events. These efforts have ensured a high level of employment activity throughout the year.

As of now, the employment rate for graduates who have left school but are still job-seeking exceeds 90%. More than 43 million migrant workers, including 4.55 million people lifted out of poverty, have remained employed in Guangdong. From January to November, 15,000 monitored enterprises reported an increase in both average on-duty employees and monthly actual hiring numbers compared to the previous year. From January to September, 425,000 people participated in subsidized vocational skills training across the province. By mid-year, the number of skilled workers reached 20.19 million, and the number of high-skilled workers totaled 7.22 million, both showing significant growth compared to the end of last year.

Guangdong has innovated its recruitment methods to address the "last mile" of employment, creating a "15-minute employment service circle." In Guangzhou, recruitment events are held near residents' homes, while in Foshan, pre-employment services are brought directly to campuses. In Dongguan, talent is recruited at night markets, and in Zhongshan, a "10-minute talent circle" has been established. Additionally, the province has set up gig markets and employment stations to improve access to human resources. A total of 1,050 employment stations and 400 public gig work sites have been created, ensuring that grassroots-level employment services are easily accessible to all.

High-quality and full employment has become Guangdong's key attraction for talent. The province is home to 71,000 major industrial enterprises, 75,000 high-tech companies, and 8 trillion-yuan industrial clusters. These factors provide a solid foundation for development and create strong demand for workers, which in turn drives a focus on nurturing talent through structured career development. This emphasis on talent cultivation increases job opportunities for job seekers. Guangdong leverages its talent pipeline to empower its industrial sectors, using employment to support the province's contribution to Chinese modernization.

活力广东 | 今年前11个月广东全省城镇新增就业累计135.57万人

2024年，就业大省广东成绩亮眼。1-11月，全省城镇新增就业135.57万人，同比上升3.9%，完成年度任务的123.2%；平均城镇调查失业率平稳，控在5.5%目标范围内。

广东稳就业政策频出，先后出台“稳就业十六条”，延续降失业保险费率政策，推出17条助力民营经济举措，扎实推进高校毕业生就业创业十大行动。今年为企业和劳动者减负近200亿元，还建立重点企业用工保障专员制度。

今年广东推动提供政策性岗位超30.2万个、见习岗位超9万个，针对重点企业办专场招聘会2408场次，组织“公共就业服务进校园”超3500场，就业热度贯穿全年。

截至目前，离校未就业毕业生就业率超90%，4300多万农民工尤其是455万脱贫人口稳岗留粤。1-11月，1.5万家监测企业平均在岗、月均实际招聘人数同比上升。1-9月全省开展补贴性职业技能培训42.5万人次，截至上半年，技能人才达2019万人、高技能人才722万人，较去年底均有显著增长。

广东创新招聘方式，打通就业“最后一公里”，构建“15分钟就业服务圈”：广州家门口办招聘，佛山前置服务进校园，东莞夜市揽才，中山打造“10分钟人才圈”。还通过零工市场、就业驿站前移人力资源对接关口，已建1050个就业驿站、400个公益性零工站点，基层就业服务唾手可得。

高质量充分就业成广东引才金字招牌。7.1万家规上工业企业、7.5万家高新技术企业，8个万亿级产业集群，是发展底气，带来旺盛用人需求，促使重视人才阶梯培养，让求职者机会增多。广东以人才链赋能产业链，借就业助力中国式现代化的广东实践。
