It directly serves millions of workers and a large number of employers, playing a crucial role in stabilizing and expanding employment, improving the utilization of human resources, and constructing a modern industrial system.

The Greater Bay Area, serving as a crucial global manufacturing base, boasts a solid industrial foundation and a comprehensive system. The substantial talent requirement behind this industrial system indicates a massive demand for human resources services. According to data, there are already over 15,000 human resources service agencies in the Greater Bay Area, accounting for a quarter of the national total, showcasing the enormity of the human resources service market in the region.

As of 2022, Guangzhou has a total of 2,398 human resources service enterprises, with nearly 58,000 employees, and the annual operating income of human resources service agencies in the city reached 147.7 billion yuan. The development scale and quality of the human resources service industry in Guangzhou consistently rank first in the province and are at the forefront nationally. This provides robust human resources support for the construction of the talent hub in the Greater Bay Area and the human resources service allocation center in the southern China region.

Currently, all seven districts of the Human Resources Service Industry Park in Guangzhou, China, are in operation, achieving coordinated development. In the year 2022, the number of enterprises in the park reached 112, with a revenue of 43.679 billion yuan and taxes amounting to 1.712 billion yuan. The park provided 782,700 employment opportunities, assisting in the employment and mobility of 1.6149 million individuals. The park achieved a double increase in both economic and social benefits, meeting the economic and social benefit indicators of the national-level Human Resources Service Industry Park.

National human resources service agencies converge in the Greater Bay Area

With its leading manufacturing sector, self-reliance in technology, and initiatives like the "High-Quality Development Project for Hundreds of Counties, Thousands of Towns, and Thousands of Villages", Guangdong has provided vast opportunities for the flourishing development of the human resources service industry.

"The industrial structure and development trend in the Greater Bay Area are favorable, and this is driving the development of the regional human resources service industry," explained Gao Xiang, the founder and chairman of J&S Consulting. He mentioned that they recently settled in Guangdong and are prepared to showcase their capabilities in the Greater Bay Area.

With the momentum of the second National Human Resources Service Industry Development Conference, Guangdong is continuously expanding its network in the human resources service sector. They have been organizing promotional events in various locations, including Shanghai, Fuzhou, Wuhan, Beijing, and Chinese Hong Kong, actively inviting outstanding enterprises and talents from both sides of the Taiwan Strait.

全国人力资源盛会倒计时，粤港澳大湾区迎来行业交流热

11月22日-23日，第二届全国人力资源服务业发展大会将在深圳召开，广东将迎来推介大湾区人才高地、招揽多元人才的重要契机。事实上，大会前夕，广东人力资源行业已经迎来了交流热，粤港澳大湾区各城市屡屡收到来自全国各地人力资源服务同行的拜访。

湾区人力资源发展走在前列

人力资源服务业是生产性服务业的重要门类，直接服务亿万劳动者和广大用人单位，是稳定和扩大就业、提高人力资源利用水平、构建现代化产业体系的重要力量。

粤港澳大湾区是世界制造业重要基地，产业基础扎实，体系完备。产业体系背后需要巨大的人才支撑，这意味着人力资源服务需求巨大。数据显示，粤港澳大湾区人力资源服务机构已超1.5万家，占全国四分之一，人力资源服务业市场巨大。

截至2022年，广州共有人力资源服务企业2398家，从业人员近5.8万人，人力资源服务机构全年营业收入1477亿元。广州人力资源服务业发展规模、质量稳居全省首位、走在全国前列，为建设粤港澳大湾区人才高地和华南地区人力资源服务配置中心提供了有力的人力资源支撑。

当前，中国广州人力资源服务产业园7个园区均已开园运营，实现联动发展。2022年度，园区入驻企业达到112家，园区营收达436.79亿元，税收17.12亿元，提供就业岗位78.27万个，帮助实现就业和流动人数161.49万人次，实现国家级人力资源服务产业园经济效益指标和社会效益指标双升。

全国人力资源服务机构汇聚湾区

制造业当家、科技自立自强、“百县千镇万村高质量发展工程”……广东为人力资源服务业蓬勃发展提供了广阔空间。

“大湾区的产业结构布局和发展态势良好，这也带动着区域人力资源服务行业的发展。”江苏杰特思哲人才科技集团创始人、董事长高翔介绍，他们最近刚刚落户广东，准备在大湾区“大展身手”。
