The aviation maintenance industry is part of the high-end aviation manufacturing industry, and it is also the core of the related industrial chain, including aircraft parts manufacturing, aircraft modification, aircraft financing and leasing, and aviation supplies manufacturing.

In recent years, Guangzhou has continuously improved its aviation maintenance industry and accelerated to build Guangzhou as an international base of aviation maintenance and passenger-to-freighter conversion.

Currently, Airbus and Boeing's "passenger-to-freighter conversion" projects have settled and started production at Guangzhou Airport Economic Zone, helping Guangzhou become the only city in China to introduce the two global aircraft manufacturers and Boeing's passenger-to-freighter conversion project.

"Since the beginning of this year, with the continuous recovery of the aviation transportation industry, the number of aircraft flights has been increasing, and so has the number of aircraft needing maintenance and repair. In the first half of this year, we have repaired more than 200 aircraft, a year-on-year increase of about 15%," said the manager of Guangzhou Aircraft Maintenance Engineering Company Limited. Also, since the aircraft maintenance features timeliness, and some aircraft have short maintenance cycles with a need for a large number of imported parts, the customs clearance efficiency of imported aviation materials is a key factor that concerns the company.

In order to support the development of the aviation maintenance industry in Guangzhou, Guangzhou Baiyun Airport Customs under Guangzhou Customs has guided enterprises to facilitate the clearance with measures such as "two-step declaration" and "24-hour clearance for emergency aviation supplies". The customs would take the enterprises' import and export and the clearance of parts into account. These measures allow imported aviation supplies to pass clearance and be used for aviation maintenance before finishing the customs clearance procedures to meet the production needs of enterprises.

The person in charge of the auditing department of Guangzhou Baiyun Airport said that in the first half of 2023, the customs issued 5,554 tax exemption notices for imported aviation supplies with a year-on-year increase of 27%, helping companies enjoy benefits of approximately 47 million yuan.

According to statistics, in the first half of this year, Guangzhou Customs supervised approximately 3.3 billion yuan of import and export of aviation supplies in Guangzhou Baiyun International Airport Comprehensive Bonded Zone with an increase of about 25% compared to the same period last year. There were 84 inbound flights for maintenance, an increase of about 5% compared to the same period last year.

上半年广州海关监管保税航材货值超30亿元，同比增长约25%

飞机维修业属于航空高端制造业，是飞机零部件制造、飞机改造以及飞机融资租赁、航材制造等相关产业链的核心与龙头。近年来，广州不断完善飞机维修产业体系，加快打造具有国际竞争力的广州飞机维修及客改货基地。

目前，空客和波音“客改货”项目已先后在广州空港落户投产，助力广州成为全国唯一引进全球两大飞机制造商和波音客改货项目所在地。

“今年以来，随着航空运输业持续恢复，飞机执飞业务不断增加，需要保养和维护的飞机也逐渐增多，今年上半年我们维修的飞机数量已超200架，同比增长约15%。”广州飞机维修工程有限公司经理表示，飞机维修业务时效性较强，一些飞机的维修周期较短且涉及进口零部件较多，进口航材的通关时效是企业关注的重要因素。

为支持广州飞机维修产业加快发展，广州海关所属广州白云机场海关结合企业进出口业务状况和进口零部件通关等情况，引导企业运用“两步申报”“应急航材24小时通关”等便利化措施，实现航材进口落地即放，货物可先行提货入仓开展维修操作，再后续办理通关手续，满足企业全时段生产需要。

广州白云机场海关审核业务处相关负责人表示，今年上半年该关已出具进口航材相关征免税通知书5554份，同比增长27%，帮促企业享惠约4700万元人民币。

据统计，今年上半年，广州海关监管广州白云机场综合保税区进出口航材货值约33亿元人民币，同比增长约25%，验放进境维修飞机84架次，同比增长约5%。
