"Hosting a successful event can elevate an entire city." On December 10, Huizhou unveiled a plan aimed at further improving the well-being of persons with disabilities, accelerating the creation of a disability-friendly city, and better fulfilling their aspirations for a higher quality of life.
"Huizhou is currently in a critical phase of accelerated growth and transformation. We must pursue not only economic progress but also a people-centered approach to development, ensuring that all citizens, including persons with disabilities, share in the fruits of reform and development, and enjoy a greater sense of fulfillment, happiness, and security," said Yu Jialiang, Vice Mayor of the Huizhou Municipal People’s Government. He added that building a disability-friendly city is not only essential for safeguarding and enhancing livelihoods, but also crucial for advancing the city’s overall level of civility, optimizing its business environment, and strengthening its soft power and comprehensive competitiveness.
Currently, Huizhou has established a strong social security foundation for persons with disabilities. In 2025, the city distributed approximately 160 million yuan in living subsidies for those in need and nursing allowances for persons with severe disabilities, benefiting more than 65,000 individuals. It also subsidized about 70,000 persons with disabilities to participate in basic medical insurance or pension schemes, achieving the goal of "ensuring coverage for all who are eligible."
With the release of the plan, the focus of Huizhou’s work for persons with disabilities has shifted from basic service provision to quality enhancement, with greater emphasis on meeting their emotional needs and supporting their personal development and self-fulfillment. Wei Haiyong, Party Secretary and Chairman of the Huizhou Disabled Persons’ Federation, noted that to ensure the effective implementation of the plan, Huizhou is establishing a cross-departmental coordination mechanism and a resource-sharing platform. This initiative aims to build an efficient, responsive, and well-supported service framework for persons with disabilities, promoting policy synergy and truly delivering services to the "last mile."
Special education is a key indicator of social progress and civility. He Quanming, Party Committee Member and Deputy Director of the Huizhou Municipal Education Bureau, stated that Huizhou will establish a diversified and adaptive enrollment system. Under this system, children with special needs who can adapt to mainstream education will be prioritized for inclusive classes or special education programs within regular schools, which will be equipped with dedicated resource rooms and full-time teachers. Those requiring more specialized support will be placed in special education schools. For children with severe disabilities, home-based education services will be provided to ensure that "no one is left behind." For conditions such as autism and multiple disabilities, Huizhou is actively exploring the establishment of "medical-rehabilitation-education" communities, integrating rehabilitation and healthcare into the educational process, developing individualized education plans based on professional assessments, and offering tailored growth programs. Furthermore, Huizhou will enhance training for inclusive education teachers by establishing a three-tier collaborative framework linking the Special Education Guidance Center with district-level itinerant instructors and school-based inclusive education teams. This aims to better equip educators to implement inclusive practices.
Employment is a fundamental pathway for persons with disabilities to integrate into society. Wu Minliang, Party Committee Member and Deputy Director of the Huizhou Municipal Human Resources and Social Security Bureau, stated that efforts will focus on three key areas: expanding opportunities, strengthening skills, and improving the environment, to ensure high-quality employment for persons with disabilities in Huizhou.
In terms of expanding opportunities, Huizhou requires government agencies and public institutions to take the lead in employing persons with disabilities according to established ratios. Those that have not yet complied are required to create dedicated positions for this purpose. Policies such as social security subsidies and tax incentives will encourage enterprises to develop suitable job opportunities for persons with disabilities.
To strengthen skills, the city will utilize the "Warm and Caring Service Platform" to conduct personalized needs assessments and vocational training for persons with disabilities. Through the "Skills Illuminate the Future" initiative, they will gain practical skills to achieve self-reliance.
Regarding improving the environment, actions that infringe upon the labor rights of persons with disabilities will be strictly punished in accordance with the law, effectively safeguarding their right to equal employment.
It is reported that Huizhou will also actively explore the integrated development of services for the elderly, persons with disabilities, and children. The city will encourage qualified elderly care institutions to accommodate persons with disabilities, further enhancing resource integration and service efficiency.

惠州:增进福祉建设残疾人友好型城市
“办好一场会,提升一座城”,12月10日,惠州发布《方案》,明确进一步增进残疾人福祉,加快建设残疾人友好型城市,更好满足残疾人对美好生活的向往。
“当前,惠州正处在加快发展、跨越赶超的重要时期。不仅要有经济实力的增长,更要注重发展温度的提升,让包括残疾人在内的全体市民共享改革发展成果,拥有更多的获得感、幸福感、安全感。”惠州市人民政府副市长于加良提到,建设残疾人友好型城市,不仅是保障和改善民生的必然要求,更是提升城市整体文明程度、优化营商环境、增强城市软实力和综合竞争力的内在要求。
当前,惠州残疾人社会保障基础扎实。数据显示,2025年,全市共发放困难残疾人生活补贴、重度残疾人护理补贴约1.6亿元,惠及6.5万余人;资助约7万名残疾人参加基本医疗保险或基本养老保险,做到了“应保尽保”。
随着《方案》的出台,惠州残疾人工作重心已从解决残疾人服务“有没有”转向追求“好不好”“优不优”,更加注重满足残疾人的精神需求与助力其实现自身价值。惠州市残联党组书记、理事长魏海勇表示,为确保方案政策落地见效,惠州正通过建立跨部门协调机制和资源共享平台,构建运转高效、响应及时、保障有力的残疾人服务工作新格局,推动各项政策形成合力,真正落实到服务残疾人的“最后一公里”。
特殊教育是社会文明进步的重要标志。惠州市教育局党组成员、副局长何全明表示,惠州将建立多元适宜的入学安置体系:能够适应普通学校学习的特殊儿童,优先安排随班就读或进入普校特教班,并配备专门的资源教室与专职教师;需要专业支持的特殊儿童,安置到特殊教育学校;对于重度残疾儿童,则提供送教上门服务,确保“一个都不能少”。针对孤独症、多重残疾等特殊情况,惠州正积极探索建立“医康教”共同体,将康复、医疗元素融入教育教学过程,依托医学评估为每个孩子制定个别化教育计划,提供量身定制的成长方案。此外,惠州还将加大融合教育教师培养力度,建立“特殊教育指导中心—学区巡回指导教师—学校普特融合教育工作团队”三级联动机制,赋能教师更好地开展融合教育。
就业是残疾人融入社会的根本途径之一。惠州市人力资源和社会保障局党组成员、副局长邬旻亮表示,将在“拓渠道、强技能、优环境”三大发力方向,以落实惠州残疾人的高质量就业。在“拓渠道”方面,惠州明确要求机关、事业单位带头按比例安置残疾人就业,对未落实的单位,要求设置招聘残疾人的专项岗位;通过社保补贴、税收优惠等政策激励企业开发适合残疾人的就业岗位。在“强技能”方面,依托“温馨暖心服务平台”,为残疾人开展 “一人一策”的需求评估和职业技能培训,通过“技能照亮前程”行动,让残疾人掌握安身立命的真本领。在“优环境”方面,将依法严厉打击侵害残疾人劳动权益的行为,切实保障残疾人平等就业的权益。
据了解,接下来,惠州将大力探索老残儿服务一体化发展,鼓励有条件的养老机构收纳残疾人,进一步提升资源整合与服务效率。
