Head of NFRA focuses on addressing financing difficulties for private, small and micro enterprises

On the morning of March 5th, following the opening meeting of the third session of the 14th National People's Congress (NPC), the first "ministers' passage" interview event was held. During the interview, Wang Li, our reporter, asked Li Yunze, the head of the National Financial Regulatory Administration(NFRA), about China's performance in the financial sector in 2024 and how the NFRA will further leverage the real estate financing coordination mechanism in 2025.


A record 3.8 trillion yuan in non-performing assets disposed of last year

Li stated that in 2024, the NFRA coordinated efforts to prevent risks, strengthen regulation, and promote development, with both stability and progress becoming more evident.

Stability is reflected in three aspects: First, the financial industry is developing steadily, with the bank capital adequacy ratio rising to 16%, insurance solvency increasing to 200%, and the non-performing loan ratio dropping to 1.5%. Second, financial risks are steadily converging. Last year, a total of 3.8 trillion yuan of non-performing assets were disposed of, setting a record high. Third, financial reforms are advancing steadily.

Progress is also evident in three aspects: First, the supply of funds has increased while costs have decreased. Last year, the banking and insurance industries added over 30 trillion yuan in new funds, and the average interest rate for newly issued loans decreased by 0.6 percentage points. Second, financial services have improved in quality and efficiency, with loan growth rates in key areas such as advanced manufacturing significantly higher than average. Green finance and inclusive finance insurance payouts increased by nearly 20% year-on-year. Third, industry governance continues to improve, with capital replenishment mechanisms becoming increasingly robust and the new "Ten National Guidelines" for insurance being released and implemented.

Real estate financing coordination mechanism approves loans exceeding 6 trillion yuan

Li stated that the financing coordination mechanisms for real estate and smalland micro enterprises primarily address both supply and demand sides, coordinating efforts to solve the difficulties of enterprise financing and bank lending.

The financing coordination mechanism has currently approved loans exceeding 6 trillion yuan, involving over 15 million housing units that have been delivered or are under construction.

Focused efforts to address financing difficulties for private and small and micro enterprises

Li indicated that this year, the focus will be on two main tasks: first, stabilize the property market by continuously expanding and enhancing the financing coordination mechanism, ensuring that more qualified projects receive loans, and resolutely ensuring the delivery of housing. Second, transform the sector by promptly researching and formulating financing systems to support the construction of new models for real estate development.

Li stated that the next step will involve making significant efforts to address the financing difficulties of private, small, and micro enterprises. Key measures include expanding credit supply through scaling up existing coordination mechanisms to benefit more qualified private firms while streamlining approval procedures to reduce intermediate costs and lower overall financing burdens.

金融监管总局局长答羊晚记者提问:下大气力解决民营和小微企业融资难题

3月5日上午,在十四届全国人大三次会议开幕会后,大会举行了首场“部长通道”采访活动。在采访现场,羊城晚报记者王莉围绕2024年我国在金融领域的表现,以及2025年金融监管总局如何进一步发挥房地产融资协调机制作用等内容,向金融监管总局局长李云泽提问。

去年共处置不良资产3.8万亿元,创历年之最

李云泽表示,2024年金融监管总局统筹推进防风险、强监管、促发展,稳的态势和进的步伐都更加明显。

稳主要体现在三个方面:一是金融行业稳健运行,银行资本充足率提高到16%,保险偿付能力上升至200%,不良贷款率下降到了1.5%。二是金融风险稳步收敛。去年全年共处置不良资产3.8万亿元,创历年之最。三是金融改革稳妥推进。

进也可以归纳为三个方面:一是资金供给量增价减,去年银行业、保险业新增资金投放超过30万亿元,新发放贷款平均利率下降0.6个百分点。二是金融服务提质增效,科技先进制造业等一些重点领域的贷款平均增速都显著高于平均水平。绿色金融、普惠金融保险赔付同比增长近20%。三是行业治理持续完善,资本补充机制日益健全,保险的新“国十条”发布并实施。

房地产融资协调机制目前审批贷款超6万亿元

李云泽表示,房地产和小微企业两项融资协调机制主要是从供需两端发力,统筹解决企业融资难和银行放贷难。

融资协调机制目前审批贷款超过6万亿元,涉及已经交付和正在建设的住房超过1500万套。

将下大气力解决民营和小微企业融资难题

李云泽表示,今年将重点抓两方面的工作,一是支持稳楼市,持续推动融资协调机制扩围增效,让更多符合条件的项目拿到贷款,坚决做好保交房工作。二是配合促转型,抓紧研究制定配套融资制度,支持房地产发展新模式的构建。

李云泽表示,下一步,将下大气力解决民营和小微企业融资难题,增加信贷投放,使机制扩大到更多民营企业;减少中间环节,降低综合融资成本。
