At this year’s Provincial High-Quality Development Conference, Guangdong launched the "Million Talents Recruitment in Southern China Action Plan," pledging to offer competitive salaries and positions to attract one million university graduates to work and start businesses in the province. According to reports, the Guangdong Communist Youth League (GCYL) will implement the Action Plan under the "one provincial-level special recruitment event and six key initiatives (1+6)" framework this year. The plan includes organizing internship and rural placement programs for university graduates, creating 10,000 high-quality job opportunities, providing no fewer than 50,000 housing units, and hosting over 100 promotional, recruitment, and networking events to facilitate talent inflow.

The "1+6" framework focuses on supporting the "Hundred, Thousand, and Ten Thousand Project" ("the Project") by organizing a province-level recruitment event to connect university graduates from both within and outside Guangdong with career opportunities in the province, particularly in eastern, western, and northern Guangdong and county-level regions.

The plan includes the implementation of the "Youth Housing Program," through which youth organizations at all levels will secure 50,000 housing units, including youth hostels, affordable rental housing, discounted social rental housing, and talent housing, ensuring housing support for university graduates seeking employment in Guangdong.

A special project to promote youth employment led by the GCYL will be implemented. The initiative will focus on collaborating with central enterprises and provincial enterprises in Guangdong through their Youth League committees. It will actively engage with state-owned enterprise Youth League organizations at the provincial and municipal levels and mobilize member companies of youth federations, youth entrepreneur associations, and youth business associations. The goal is to create no fewer than 10,000 high-quality job opportunities in Guangdong throughout the year.

The Young Talents Attraction and Empowerment Initiative will be implemented, with municipal youth leagues actively launching "City Welcome Packages" tailored for young talents coming to Guangdong for internships and job applications. These packages include personalized talent consumption vouchers covering transportation, dining, culture and accommodation. Additionally, the "Million Talents Recruitment in Southern China" special promotion program will be advanced, with no fewer than 50 online and offline recruitment briefings held throughout the year for graduates from outside Guangdong and overseas.The University Student Volunteer Service Program will also be carried out, aiming to facilitate the employment of 3,000 university graduates—including at least 300 from outside Guangdong—in 12 cities across eastern, western, and northern Guangdong, as well as in Zhaoqing, Longmen County, Huidong County, and Boluo County in Huizhou. This initiative will further accelerate and enhance the implementation of the Project.

The Special Program for Youth from Other Regions to Explore and Practice in Guangdong will be implemented, guiding no fewer than 50,000 young people to visit and familiarize themselves with the province. This includes mobilizing university students from outside Guangdong and overseas to form 100 task teams under the Project, attracting 1,000 young students for grassroots internships and practical training throughout the year. Additionally, no fewer than 10,000 young entrepreneurs in rural industries will be recruited to join the Youth Rural Revitalization Training Program under the Project, ensuring a strong talent pipeline for rural development.

广东共青团多举措吸引百万英才汇南粤

在今年的全省高质量发展大会上，广东部署实施“百万英才汇南粤行动计划”，明确将拿出具有竞争力的薪酬和岗位，吸纳100万高校毕业生来粤就业创业。记者获悉，今年广东共青团将实施“百万英才汇南粤”行动计划“1+6”工程，组织大学毕业生来粤实习实践、进村入乡，开发万个优质就业岗位，提供不少于5万套（次）房源保障，举办百场宣讲会招聘会推介会等，助力广东与人才的双向奔赴。

“1+6”工程提出，将以服务“百千万工程”为主题，组织开展1场省级专题招聘活动，搭建有效平台推动省内外高校毕业生来粤发展、返乡兴乡，为粤东粤西粤北地区和县域链接青年人才资源。

将实施“青年安居计划”住房服务工程，由全省各级团组织，全年筹集可面向青年申请的青年驿站、保障性租赁住房、优惠型社会化租赁住房、人才住房等各类房源5万套，为高校应届毕业生等青年人才在广东就业安居提供住房保障服务。

将实施共青团促就业专项工程，重点对接在粤央企、省属企业团工委，主动联络省市国企团组织，动员各级青联、青企、青商成员企业，全年开发不少于1万个在粤工作优质岗位。

将实施粤聚英才青春宣传赋能工程，各地市团委积极创设“城市礼遇包”，针对来粤实习应聘的青年，定制涵盖出行、美食、文化、住宿等多个领域的个性化英才消费卡券；将推进助力“百万英才汇南粤”专项宣讲工程，全年举办不少于50场省外境外毕业生线上线下宣讲会；将开展大学生志愿服务专项工程，全年推动3000名高校毕业生（省外不少于300人）到粤东粤西粤北12个地市以及肇庆市、惠州市龙门县、惠东县、博罗县就业，助力“百千万工程”实施提质加速。

实施省外青年在粤考察实践专项工程，引导不少于5万人次青年来粤认识广东、熟悉广东。包括，动员省外、境外高校大学生成立100支“百千万工程”突击队，全年吸引1000名省外、境外青年大学生来粤基层实习实践；招募不低于1万名青年农村领域创客人才加入“百千万工程”青年兴乡培育计划，做好兴乡青年人才储备等。
