Guangzhou successfully launches the nation's first cross-border e-commerce data service platform for electronic goods

On May 31st, the international terminal of China Southern Air Logistics held a ceremony to inaugurate the first charter flight for cross-border e-commerce goods containing lithium batteries. This charter flight departed from Guangzhou Baiyun International Airport to London on June 1st. Guangzhou has pioneered the successful operation of a global cross-border e-commerce data service platform for electronic goods, signifying another significant step forward in Guangzhou's development in the field of cross-border e-commerce.

According to data released by the International Air Transport Association (IATA), global air freight demand declined by 1.9% in 2023 compared to the previous year, which is 3.6% lower than the level in 2019. While there is an overall weakening trend in air freight, but driven by the robust development of cross-border e-commerce platforms and industries and propelled by the four "competitive cross-border e-commerce brands" (namely Temu, SHEIN, AliExpress and TikTok Shop), domestic brands are exhibiting strong performance in overseas markets. As a result, there is a significant increase in air freight volume under the cross-border e-commerce model.

According to IATA's 2022 data, currently, 80% of cross-border e-commerce goods are transported via air freight. However, due to the wide variety and large quantity of lithium battery-containing goods in cross-border e-commerce, it is not feasible to provide Identification and Classification Report for Air Transport of Goods for these goods as easily as for bulk cargo. As a result, there are issues such as high transportation costs and logistical challenges in the transportation of lithium battery products for domestic cross-border e-commerce.

To address this issue, the "Three Centers" of global cross-border e-commerce (namely, global cross-border e-commerce seller service center, global cross-border e-commerce super supply chain center, and global cross-border e-commerce ecosystem innovation service center) conducted a pilot project at Guangzhou Baiyun International Airport to promote the export of cross-border e-commerce goods containing lithium batteries via air freight. In mid-April, they successfully completed the real cargo test of the "global cross-border e-commerce data service platform for electronic goods". On the afternoon of May 31st, at the international terminal of China Southern Air Logistics, they held a launch ceremony for the inaugural flight of Southern Airlines for goods containing lithium batteries, becoming the first domestic airline in China to successfully conduct trial operations.  

Guangzhou is poised to become the first city in China where domestic airlines establish a smooth channel for exporting cross-border e-commerce electric goods, thereby achieving "Chinese goods being transported by Chinese airlines."

It is reported that the platform is the "global cross-border e-commerce data service platform for electronic goods". As the core component of data pre-audit, the platform utilizes technologies with new quality productive forces such as AI and image understanding big model for intelligent identification and extraction of key information. This resolves the challenge of verifying battery reports for cross-border e-commerce electric goods, while also establishing data exchange channels between various e-commerce platforms and airports, ensuring an efficient and convenient customs clearance process.

The successful operation of this platform will significantly enhance the performance of the cross-border e-commerce industry in terms of logistics efficiency, cost control, and resource utilization. It injects new impetus into the industry and supports steady economic growth in local regions. It is estimated that if the pilot project for domestic air transportation of electric goods proceeds smoothly, the industry will achieve significant optimizations in areas such as timeliness (increasing by 55%) and ground operation costs (reducing by 61%). Additionally, the platform will promote the optimization and upgrading of the cross-border e-commerce industry, further fostering a new development paradigm with domestic circulation as the mainstay and domestic and international circulations reinforcing each other.

首创!广州成功运行全国首个跨境电商带电货物数据服务平台

5月31日,南航物流国际货站举行跨境电商含锂电货物包机首航启动仪式,该包机于6月1日从广州白云国际机场飞往伦敦。广州在全国率先成功运行了全球跨境电商带电货物数据服务平台,这标志着广州在跨境电商领域的发展又迈出了重要的一步。

国际航协(IATA)发布数据显示,2023年全球航空货运需求同比下降1.9%,较2019年水平低3.6%。虽然航空货运整体走势趋弱,但源于跨境电商平台和产业的蓬勃发展,受跨境电商四小龙的带动,国内品牌出海表现强劲,跨境电商模式空运货物运量增速可观。

IATA 2022年数据显示,目前80%的跨境电商商品都是通过航空货运运输。但由于跨境电商含锂电商品种类多、数量大,无法像大宗货物一样提供航空鉴定报告,从而出现国内跨境电商锂电产品运输成本高、运输不畅等问题。

为破解目前跨境电商含锂电池货物在国内各机场运输渠道不畅通的难题,全球跨境电商“三中心”在广州白云国际机场试点推进跨境电商含锂电航空货物出口,于4月中旬成功完成了“全球跨境电商带电货物数据服务平台”的实货测试,并于5月31日下午在南航物流国际货站举行南航含锂电货物首航启动仪式,成为全国首个国内航司成功试运单位。

广州有望成为全国首个国内航司走通跨境电商带电货物出口、实现“国货国运”的城市。

据悉,该平台为“全球跨境电商带电货物数据服务平台”。平台作为数据预审核的核心环节,采用AI以及图像理解大模型等新质生产力技术进行智能识别、提取关键信息,解决了跨境电商带电货物电池报告核验难题,同时建立起各电商平台与各机场之间的数据通道,确保了高效便捷通关模式。

该平台的成功运行将极大提高跨境电商行业在物流运输效率、成本控制及资源利用率等方面的表现,为行业注入新动力,助力地方经济稳步增长。据测算,如在国内带电货物航空运输试点顺利推进情况下,行业将在时效(提升55%)、地面操作成本(降低61%)等方面取得显著优化。此外,该平台还将促进跨境电商产业的优化升级,进一步推进了以国内大循环为主体、国内国际双循环相互促进新发展格局。
