On the morning of May 28th, the Guangdong Provincial Public Security Department held a press conference to announce its work achievements over the past five years. During this period, the public security departments in the province have achieved remarkable results, presenting an impressive "report card."

Comprehensive upgrade in public safety construction. Public security departments in Guangdong have vigorously promoted the struggle against infiltration, subversion, and terrorism, achieving outstanding results in the three-year special campaign against organized crime and gang-related activities. The crackdown resulted in the dismantling of 279 criminal organizations and 1,126 criminal gangs, ranking first nationwide in overall effectiveness.

In 2023, major indicators such as the number of criminal and public security incidents, criminal cases filed, and cases solved in Guangdong Province reached their best levels in five years. The public sense of security among the people reached 98.68%, reaching a historic high. Compared to 2019, the number of criminal cases and eight categories of serious violent crimes decreased by 4.7% and 8.6%, respectively, with all homicide cases solved in the past three years. Compared to 2019, the number of cases and asset losses related to telecom fraud decreased by 10.6% and 13%, respectively, with the number of solved cases and arrested people ranking first in the country. Over the past five years, 27,400 drug-related cases were solved, with 16.59 tons of drugs seized, contributing to continuous improvement in the social security environment. Compared to 2019, major road traffic accidents and fatalities decreased by 15.2% and 19.8%, respectively. Since the beginning of this year, criminal and public security incidents and cases filed have decreased significantly by 29.1% and 40.5%, respectively, with a 14.6% decrease in road accident fatalities.

Comprehensive enhancement in service development. Over the past five years, the public security departments in the province have solved 47,600 economic crime cases, recovering economic losses amounting to 1.483 billion yuan, effectively protecting the legitimate rights and interests of enterprises. With the launch of platforms such as "Yueshengshi" (Government Services and Data Management Bureau of Guangdong Province) and "Yueshangtong," more than 350 public security service items have been made available online, with a total service count exceeding 450 million. Focusing on the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, the province hasintroduced 73 measures to support its development. Policies such as the "Northbound Hong Kong Vehicles Policy" and "Northbound Macao Vehicles Policy" have been smoothly implemented, with 95,000 motor vehicle license plates issued. Since the opening of the Hong Kong-Zhuhai-Macao Bridge, the cumulative number of vehicles entering and exiting the Chinese mainland through it has exceeded 10 million.

Advancing the strategy of science and technology in policing. Over the past five years, eight provincial-level and ministerial-level innovation platforms, including the Provincial Science and Technology Collaborative Innovation Center and Key Laboratory of the Ministry of Public Security, have been established. More than 400 excellent research projects and over 9,000 innovative talents have been selected and cultivated, earning 43 national and ministerial-level science and technology awards. The establishment of the "Safety Hall" mailbox for public security has addressed a cumulative total of 154,000 urgent and difficult issues raised by the people.

广东公安亮出5年“成绩单”：2023年群众安全感达98.68%

5月28日上午，广东省公安厅召开新闻发布会，通报五年来广东公安机关工作成效。五年来，全省公安机关交出一份亮眼“成绩单”。

平安建设全面升级。广东公安深入推进反渗透反颠覆反恐怖斗争，三年扫黑除恶专项斗争打掉涉黑组织279个、恶势力犯罪集团1126个，总体成效位居全国第一。

2023年，广东全省刑事治安警情数、刑事立案数、破案数等主要指标创五年来最好成绩，人民群众安全感达98.68%，创历史新高；全省刑事案件、八类严重暴力犯罪案件同比2019年分别下降4.7%、8.6%，命案现案近3年实现全破；全省电诈发案和财产损失同比2019年分别下降10.6%、13%，破案数、抓获人数位居全国第一；五年侦破涉毒案件2.74万起，缴获毒品16.59吨，推动社会治安环境不断净化。全省较大道路交通事故、死亡人数同比2019年分别下降15.2%、19.8%。今年以来刑事治安警情、刑事立案分别同比大幅度下降29.1%、40.5%，道路事故死亡人数下降14.6%。

服务发展全面增效。全省公安机关五年共侦破经济犯罪案件4.76万起，挽回经济损失14.83亿元，有力保护企业合法权益。依托“粤省事”“粤商通”等平台上线超过350项公安服务事项，总服务次数超过4.5亿人次。聚焦粤港澳大湾区建设，出台服务大湾区建设三批共73项举措，顺利实施“港车北上”“澳车北上”政策，核发机动车牌证9.5万副，港珠澳大桥开通以来，出入境车辆累计突破1000万辆次。

深入推进科技兴警战略，五年来先后建成省科技协同创新中心、公安部重点实验室等省部级创新平台8个，遴选和培育400多个优秀科研项目、9000多名创新人才，获得国家和部级科技奖励43项。创新设立“平安厅”信箱，累计解决人民群众急难愁盼问题15.4万个。
