During the 2026 Year of the Horse Spring Festival Gala, multiple humanoid robots took the stage together, sparking widespread discussion with their stable motion control and coordinated performances.

Amid this wave, how can humanoid robots truly step off the stage and into factories, shopping malls, and even households? He Xiaopeng, a deputy to the National People's Congress (NPC) and chairman and CEO of XPeng, has proposed.

In his field research, He Xiaopeng observed that China's humanoid robots have demonstrated strong motion control capabilities. However, higher-level intelligence requires equipping robots with an on-device"brain" powered by physical world foundation models. As he pointed out, most current humanoid robots rely on rule-based software control and have yet to establish a competitive industry advantage in the coordination between the "brain" (autonomous thinking and decision-making) and the "cerebellum" (motion control), as well as in multi-scenario task generalization and prospects for commercial deployment.

The proposals for the 15th Five-Year Plan emphasize making forward-looking arrangements for future industries. Sectors such as embodied intelligence are expected to become new drivers of economic growth.

On the R&D support front, He Xiaopeng suggested introducing targeted R&D incentive policies to drive technological breakthroughs and the commercial deployment of on-device"brains" for advanced intelligent humanoid robots. On the standards front, he proposed accelerating the development of a standards framework for humanoid robot intelligence. Drawing on the autonomous driving classification standards in the automotive industry, he called for establishing intelligence standards, technical specifications, and supporting requirements for humanoid robots, with clearly defined core metrics such as computing power, data, application scenarios, and training intensity.

全国人大代表、小鹏汽车董事长兼CEO何小鹏在调研中观察到，当前我国人形机器人在运动控制层面已展现出强大能力，但更高阶的智能形态，必须在本地部署大脑，由物理世界大模型驱动。他指出，当前大部分人形机器人属于软件规则控制类型，在“大脑”（自主思考与决策）与“小脑”（运动控制）的协同体系、多场景任务泛化能力、商业化落地前景方面尚未形成行业优势。

“十五五”规划建议提出，前瞻布局未来产业。具身智能等产业将成为新的经济增长点。

何小鹏建议，在研发支持层面，出台针对性的研发鼓励政策，推进高阶智能人形机器人端侧“大脑”技术突破与商业化落地；在标准建设层面，建议加快构建人形机器人智能化标准体系，参照汽车行业自动驾驶分级标准，建立人形机器人智能化标准、技术规范及配套要求，明确算力、数据、应用场景与训练强度等核心指标。
