“Integrated Health, Rehibitation and Education: Illuminating a Path of Hope”

The "China-Europe Cup" Rope Skipping (Mass) Eventof the 12th National Paralympic Games and the 9th Special Olympics has brought more than just sports competition to Huizhou. It has also propelled the city's vision of building a more inclusive and accessible community for persons with disabilities.

In a classroom at the Huizhou Disabled Persons Rehabilitation Center (the Center), children spread out their drawing paper, preparing for a free-flowing creative session. Guided by their parents, they first touch and observe stalks of wheat before starting to sketch. On the display wall nearby, rows of vibrant and imaginative paintings reflect the inner worlds of these young artists.

“Art is a language children grasp most naturally. Through their drawings, we gain a clearer window into their thoughts and feelings,” said Xie Huicong, Director of the Center. Currently, 110 children with hearing, autism, or intellectual disabilities receive tailored training here. “Each day offers different activities designed to help them understand the world and integrate better into society.”

This approach was rooted in child development principles and enriched with diverse, scenario based type of learning—stems from Huizhou’s ongoing efforts to integrate medical care, rehabilitation, and education into a cohesive support system.

Previously, over 90% of children with disabilities had overlapping medical, rehabilitation, and educational needs. Fragmented services often forced parents to shuttle between hospitals, rehab centers, and mainstream schools, draining energy and sometimes missing critical early-intervention windows.

In 2023, the Huizhou Disabled Persons’ Federation pioneered a new model: “medical care as the foundation, education as the wings, and rehabilitation as the bridge.” After nearly two years of practice, this integrated framework has begun to show tangible outcomes. Covering children aged 0–8 through rehabilitation and extending into special education for school-age children, Huizhou has established a full chain of service network that simultaneously addresses health, rehabilitation, and learning needs.

For “medical-rehabilitation integration,” the Center has built referral channels with Huizhou First Maternal and Child Health Hospital and a two-way cooperation mechanism with Huizhou Second People’s Hospital in areas such as psychological training, assessment, and screening. Following initial hospital evaluations, the Center conducts precise assessments and designs personalized rehabilitation plans. Rehabilitation specialists also exchange knowledge with medical teams, fostering mutual skill development.

In “education-rehabilitation integration,” the Center partners with nine kindergartens to organize games, performances, and outdoor activities, helping children break social barriers and improve integration skills. Gao Dan, head of the autism department, noted that after a year of integrated practice, 14 children have progressed from half-day to full-day inclusion and successfully entered mainstream kindergartens or primary schools.

6.5 year-old Qiqi has shown remarkable progress since joining the Center in 2023. “Before, communication was challenging. If Qiqi got upset, she could sit still for hours,” her mother shared. “Working with the teachers here, we’ve found better ways to connect. Things are much smoother now.” She happily added that Qiqi will transfer to a regular kindergarten next year to begin a new chapter.

Huizhou Special School, the city’s first comprehensive special education institution combining academics, vocational training, and rehabilitation, adopts a student-centered philosophy. By implementing the “medical-rehabilitation-education” model and integrating varied resources, it provides all in one personalized support for students with special needs.

“We incorporate rehabilitation into daily teaching and offer specialized courses,” explained Li Yanqing, a member of the Huizhou Special Education Guidance Center and head of the school’s rehabilitation department. “Through systematic collaboration and tailored intervention, we open more possibilities for every student.”

These efforts have borne encouraging results: most students show marked progress in language, motor, and social skills, with fewer behavioral issues, reduced family burden, and high satisfaction rates. In the 2025 university entrance exams for hearing-impaired students, all seven candidates from the school were admitted, two to undergraduate programs. Additionally, the employment rate for graduates of the vocational high school for persons with disabilities reached 80% in 2025, including three autistic students who secured jobs.

“医康教”一体化点亮希望之光

借全国第十二届残疾人运动会暨第九届特殊奥林匹克运动会(以下简称“残特奥会”)“OOOUP中欧杯”跳绳(大众)项目在惠州举办的契机,惠州提出残疾人友好型城市建设目标。

“这是麦子,我们今天要画麦子,大家先来感受一下麦子。”在惠州市残疾人康复中心(下称“康复中心”)的课室里,孩子们在家长陪同下,将画纸铺在课桌上,即将开展一场“天马行空”的创作。在墙边的作品展板上,充满想象力的画作排成列。

“艺术是孩子们最容易接受的语言,在孩子们的画作中,我们可以更加直观地感受他们内心的想法,也可以更好地了解他们。”康复中心主任谢慧聪介绍,该中心现有在训儿童110名,覆盖听障、孤独症、智力障碍等多个类别,“每天都有不同的课程,让孩子们认知世界,推动他们更好地融入社会。”

这种更贴近儿童发展规律、更加注重多元场景体验的服务方式,是惠州持续推进“医康教”一体化综合康复服务模式的成果。

过去,90%以上的残疾儿童同时存在医疗、康复与教育需求。但由于服务资源分散,家长不得不在医院、康复机构、普幼普小之间频频奔走,不仅耗费精力,也容易错过黄金干预期。

2023年,惠州市残联创新提出“医疗为基,教育为翼,康复为桥”的残疾儿童康复体系,经过近两年的探索实践,该模式已初见成效。从0-8岁残疾儿童康复干预到学龄期特殊教育,惠州市构建起全链条“医康教”一体化融合服务网络,同时满足了残疾儿童在医疗、康复与教育上的需求。

在“医康联动”方面,康复中心与惠州市第一妇幼保健院建立转介绿色通道,与惠州市第二人民医院在心理培训、评估识别与筛查转介等方面建立了双向合作机制。医院初筛评估后,由康复中心对孩子进行精准评估并制订康复方案。康复老师还会反向为医院医护团队分享“医康融合”经验,实现医护人员与康复教师双向能力共建。

在“教康融合”方面,康复中心先后与9家幼儿园联合开展游戏、表演、户外实践等活动,打破社交壁垒、提升融合能力。康复中心孤独症部部长高丹介绍,通过一年的融合实践,已有14名儿童从半日融合转为全日融合,顺利进入普幼或普小。

今年6岁半的琪琪,自2023年来到康复中心后,发生了很大的变化。琪琪妈妈告诉记者:“以前我们之间的沟通方法不是很正确,如果琪琪生气,她可以在现场坐三四个小时不离开。来到康复中心后,通过与老师的联动,我们找到了与琪琪沟通的正确方式,省心了不少。”采访中,琪琪妈妈分享了一则好消息:明年琪琪将正式转入普幼,开启新的学习生活。

惠州市特殊学校作为惠州第一所集文化教育、职业教育与康复教育于一体的综合性特殊教育学校,坚持以“学生为中心”,推行“医康教结合”模式,整合多元资源,为特殊学生提供全方位、个性化支持。惠州市特殊教育指导中心成员、市特殊学校康复科组长李艳庆介绍,学校将康复训练融入日常教学,开设特色课程,通过系统性协作与个性化干预,为特殊需要学生点亮了更多可能。

一系列实践换来丰硕成果:多数学生在言语、运动、社交等方面能力明显提升,问题行为减少,家长负担减轻且满意度高。2025年听障生单招单考中,该校7名学子全部圆梦大学,其中2人顺利考入本科院校;2025年启智职高部的毕业生就业率亦达到80%,其中3名孤独症学生成功就业。
