In recent years, the trend of urban camping has been steadily increasing. In Guangzhou, the banks of the Pearl River have become preferred camping spots for many residents. But how can we ensure that "urban camping" is safer and more regulated? Lin Taisong, a deputy to the Guangzhou Municipal People's Congress and director of the Goldsun Law Firm, has suggested formulating standards for camping tourism and leisure activities in Guangzhou.

Since the pilot program allowing camping on park lawns began in Guangzhou in 2022, camping has evolved from a "niche leisure activity" to an essential part of urban public service. The Guangzhou Linjiang Linear Park, located along the Pearl River in the Tianhe CBD, has become a popular destination among young people. However, the chaos due to unregulated camping activities has led to increasingly prominent issues. For instance, high foot traffic has significantly increased the costs of lawn care. Reports indicate that the riverside lawn on the prime section of Yuejiang Road in Haizhu District saw a visitor surge during the National Day holiday in 2024, far exceeding its designed capacity. After the holiday, over 40% of the lawn was left bare and the soil became compacted. Moreover, the micro-waste and oil stains left by campers pose long-term threats to the local micro-ecology, and the camping boom has put excessive strain on public facilities in parks, leading to serious environmental concerns. There are also issues related to public resources being privately occupied and the commercialization of public interests.
In response to these issues, Lin Taisong has proposed that the People's Government of Guangzhou Municipality coordinate efforts to initiate comprehensive management and quality enhancement projects for camping activities in the Linjiang Linear Park. Specifically, he recommends establishing baseline rules such as "no open flames, restricting the use of guy lines and stakes, limiting tent sizes, and preserving open spaces." Additionally, he suggests implementing a closed-loop system of guidance, evidence collection, and penalties for behaviors such as littering, illegal open fires, and unauthorized vending.

广州露营热潮升温!广州人大代表支招规范治理
近年来,城市露营热潮持续升温。在广州,珠江两岸成为不少市民露营的首选地。如何让“城市露营”更安全规范?广州市人大代表、国信信扬律师事务所主任林泰松建议:制定广州露营旅游休闲标准。
自2022年广州试点开放公园草坪露营以来,露营从“小众休闲”转向“城市公共服务”的重要供给。位于广州天河CBD珠江边的广州临江带状公园,是不少年轻人的首选地,但无序露营引发的乱象日益凸显。例如,高密度的踩踏导致养护草坪成本激增。据悉,海珠区阅江路精华段的滨江草坪,2024年国庆客流远超设计容量,节后超40%面积草皮裸露、土壤板结。同时,露营遗留的微垃圾、油渍等还会长期威胁区域微观生态,露营热潮也导致公园配套设施超负荷运转,环境污染问题不容忽视。露营还面临公共资源被私自圈占、公共利益被商业化的问题。
针对以上问题,林泰松建议广州市政府统筹协调,启动临江带状公园露营活动的综合治理与品质重塑工程。具体而言,他建议明确“禁止明火、禁用风绳地钉、帐篷限尺、保持开放”等底线规则;对乱扔垃圾、违规用火、私自设摊等行为,实施劝导—取证—处罚闭环等。
