Guangdong, a leading economic province in China, is striving to further develop its economy in 2025. Guangdong's GDP in 2024 is expected to hit 14 trillion yuan, remaining atop the national list for 36 years. Its import and export volume also surpassed 9 trillion yuan, ranking first for 39 consecutive years. To continue this momentum despite the challenges, Guangdong has devised a multi-pronged approach for 2025.

Firstly, practical measures are being taken to develop new quality productive forces in a location-specific manner. By leveraging scientific and technological innovation, traditional industries are being rejuvenated, with a plan to facilitate over 10,000 industrial enterprises in technological and digital transformation annually.

Secondly, decisive measures are being implemented to accelerate the construction of the "Greater Bay Area on Rails." this includes advancing the preliminary work of projects such as the Guangzhou-Zhuhai-Macao High-speed Railway and the Guangzhou Metro Line 28, completing the new Huanggang Port, and conducting preliminary work for the Lotus Mountain Channel.

Thirdly, strong measures are being adopted through a dual approach. The province is working to expand and upgrade strategic industrial clusters such as electronic information and automotive industries while cultivating new forces in integrated circuits and new energy vehicles, aiming to create new trillion and 50-billion-level clusters.

Lastly, innovative measures are being introduced to enhance the effectiveness of investment attraction in 2025. Focusing on emerging and future industries like the low-altitude economy and AI, Guangdong is actively recruiting unicorn and gazelle companies, drawing more projects of new quality productive force to the province to sustain its high-quality economic growth.

出实招，因地制宜发展新质生产力，借科技创新让传统产业重焕生机，计划每年推动超10000家工业企业开展技术改造与数字化转型。

出硬招，加快“轨道上的大湾区”建设，推进广珠澳高铁、佛穗莞城际等项目前期工作，建成新皇岗口岸，同时开展莲花山通道前期工作。

出强招，双管齐下。一方面，做大产业“基本盘”，促使电子信息、汽车等战略性产业集群提质升级；另一方面，培育发展“生力军”，将集成电路、新能源汽车等产业打造成新的万亿级、5000亿级产业集群。

出新招，2025年广东将进一步提升招商成效，创新招商方式。聚焦低空经济、人工智能等战略性新兴产业与未来产业，积极招引独角兽公司、瞪羚企业，吸引更多新质生产力项目扎根广东，助力广东经济持续高质量发展。
