Wong Chi Hong, Director of the Labor Affairs Bureau of Macao SAR, was interviewed by the Yangcheng Evening News recently. He has emphasized the bureau's unwavering focus on assisting local residents in employment and actively fostering talent exchange within the Guangdong-Hong Kong-Macao Greater Bay Area (GBA). The bureau has implemented a variety of measures to match job seekers with employment opportunities, successfully pairing 8,039 individuals with jobs from January to July 2024, marking an 8% increase year-on-year. Moreover, the rapid development of the GBA has also provided a broader platform for the employment of young people in Macao.
Yangcheng Evening News: With Macao developing a moderately diversified economy, what supporting measures has the Labor Affairs Bureau implemented?
Wong Chi Hong: We have been continuously offering a diverse range of vocational training courses and skill assessment programs to help Macao residents expand their skill sets, obtain various types and levels of certifications, enhance their professional skills, and broaden their employment prospects, thereby providing the necessary skilled workforce for Macao's moderately diversified development.
Since 2023, as companies have introduced non-gaming projects, a more diversified range of job positions has become available. Starting in 2023, the Labor Affairs Bureau has launched an "Employment + Training" special program, which adopts a model of employment first and training later, assisting individuals without relevant work experience in transitioning to new careers and providing residents with a diversified range of career development opportunities.
Yangcheng Evening News: What initiatives has the Labor Affairs Bureau taken to support the employment of young people and university graduates?
Wong Chi Hong: Since 2020, the Labor Affairs Bureau has continuously launched the "Career Launch" internship program, offering university graduates a three-month workplace experience opportunity to help them improve their professional skills and thereby enhance their employability. Since the launch of the program, a total of 1,564 young people have participated and completed the program, creating 791 job positions and assisting 580 young people in successful employment, with about 10% of the youth promoted after starting their jobs.
Yangcheng Evening News: In terms of vocational training exchange in the GBA, what measures has the Labor Affairs Bureau taken?
Wong Chi Hong: The Macao Labor Affairs Bureau has been continuously deepening the mutual recognition and sharing of vocational skill certification mechanisms among the Guangdong-Hong Kong-Macao regions, closely cooperating with cities in the GBA. Through a "one test, multiple certificates" model, we can help Macao residents obtain skill certifications recognized in the Chinese mainland, Hong Kong, macao, and even internationally, thereby enhancing residents' vocational skills.
In deepening the cultivation of vocational skills talents in the Guangdong-Hong Kong-Macao region, the Labor Affairs Bureau has signed cooperation agreements with Zhuhai City in Guangdong Province and relevant departments in Hong Kong, successively unveiling the Guangdong-Hong Kong-Macao cooperation skilled talent evaluation workstations in Hengqin and Nansha, becoming an important platform for the alignment of skilled talent evaluation standards among the three regions.
In addition, Zhuhai, macao, and Hengqin have collaborated to form the Zhuhai-Macao-Hengqin Vocational Skill Level Certification Alliance, composed of representative groups, training institutions, and enterprises from the three regions, serving as an important platform for promoting exchanges and cooperation in vocational training and skill evaluation among the three regions.
Yangcheng Evening News: Encouraging vocational skills talents to participate in vocational skill competitions is an important measure to develop vocational training and improve talent levels. What initiatives has the Labor Affairs Bureau taken in this regard?
Wong Chi Hong: To promote the understanding of Macao's youth on vocational skill development in the Chinese mainland and to assist their integration into the national development strategy, the Labor Affairs Bureau has been continuously organizing Macao's youth and industry participants to engage in vocational skill competitions in the GBA, thereby helping to cultivate more highly skilled talents.
The Labor Affairs Bureau also continues to organize Macao's youth to participate in vocational skills competitions. In preparation for the WorldSkills Competition and to strengthen cooperation between young competitors and experts, the Macao Labor Affairs Bureau has collaborated with the Guangdong-Macao In-depth Cooperation Zone's Livelihood Affairs Bureau in Hengqin and the Macao Universityof Tourism to establish the WorldSkills Macao Comprehensive Training Base at the Yuezhuang Hotel in Hengqin, signing relevant cooperation framework agreements.
To encourage Macao's youth to learn the latest vocational skills and knowledge, the Labor Affairs Bureau continues to organize youth participation in international and regional vocational skills competitions, providing young people with opportunities to interact with competitors from different countries and regions, and fostering learning through competition.

澳门特区政府劳工事务局局长黄志雄:积极促进湾区人才交流
澳门特区政府劳工事务局持续高度关注本地居民就业,通过多种渠道做好就业配对工作,全力协助本地居民进入劳动市场。仅2024年1月至7月,就成功帮助企业和员工配对8039人次,同比增长8%。同时,粤港澳大湾区的快速发展也给澳门青年就业提供了更广阔的舞台。近日,澳门特区政府劳工事务局局长黄志雄接受了羊城晚报采访。
羊城晚报:澳门正在推动经济适度多元发展,劳工事务局有何相关配套措施?
黄志雄:我们持续开办多元的职业培训课程和技能测试项目,帮助澳门居民拓展技能,考取不同种类和等级的技能证明,提升职业技能,拓宽就业前景,为澳门的适度多元发展提供所需的技能人才。
2023年之后,各大企业陆续推出非博彩项目,提供了更多元的就业岗位。从2023年起,劳工事务局推出“就业+培训”专项计划,采用先入职后培训的方式,协助未具有相关工作经验的人士转职转业,为居民提供多元化的职业发展机会。
羊城晚报:劳工事务局在青年以及大学毕业生就业方面有哪些举措?
黄志雄:劳工事务局从2020年起,连续推出“职出前程”实习计划,为大学毕业生提供3个月的职场历练机会,以此协助他们提升业务能力,进而加强就业竞争力。自计划推出至今,已累计有1564名青年参与并完成计划,创造了791个就业岗位,协助580名青年成功就业,其中有约10%青年在就业之后已经获得晋升。
羊城晚报:在大湾区的职业培训交流方面,劳工事务局有何举措?
黄志雄:澳门劳工事务局持续深化粤港澳三地职业技能认定机制的互通共用,与湾区城市紧密合作,通过“一试多证” 模式,便利澳门居民取得内地、香港、澳门乃至国际认可的技能证明。
在深化粤港澳职业技能人才培养方面,劳工事务局与广东省珠海市及香港相关部门签署合作协议,先后在横琴和南沙揭牌,设立粤港澳合作技能人才评价工作站,成为三地技能人才评价标准对接的重要平台。
此外,珠海、澳门、横琴三地合作组建珠澳琴职业技能等级认定联盟,由三地具有代表性的团体、培训机构及企业等组成,作为推动三地职业培训及技能评价等范畴交流与合作的重要平台。
羊城晚报:鼓励职业技能人才参与职业技能竞赛是促进职业培训及人才水平发展的重要举措,在此方面,澳门特区劳工事务局有何举措?
黄志雄:为推动澳门青年认识内地职业技能发展情况,助力融入国家发展大局,澳门特区劳工事务局持续组织澳门青年及业界参与湾区职业技能竞赛,助力湾区培养更多高技能人才。
劳工事务局还持续组织澳门青年参与职业技能竞赛。为筹备世界职业技能大赛,同时加强青年选手和专家间的合作,澳门劳工事务局与横琴粤澳深度合作区的民生事务局及澳门旅游大学合作,在横琴的悦庄酒店设立世界技能大赛澳门综合培训基地,并签署相关合作框架协议。
为鼓励澳门青年学习最新的职业技能和知识,劳工事务局持续组织青年参与国际性及区域性的职业技能竞赛,让青年有机会与不同国家和地区的选手进行交流,以赛促学。
