"Guangzhou Three-year Plan of Constructing International Shipping Hub (2024–2026)" (hereinafter referred to as "the Plan") was released on August 5th. According to the Plan, by 2026, Guangzhou Port aims to achieve cargo throughput of 700 million tons, container throughput of 27 million twenty-foot equivalent units (TEUs), sea-rail intermodal volume of 800,000 TEUs, and vehicle throughput of 1.6 million units. The shipping fixed-asset investment is expected to exceed 15 billion yuan.
The plan focuses on enhancing eight key areas, advancing 31 tasks, and implementing four safeguard measures to develop the Guangzhou Port Economic Zone, solidify Guangzhou Port’s central role in the comprehensive transport system and shipping services, and help the Guangdong-Hong Kong-Macao Greater Bay Area become a new hub for deepening reform and opening up.
Guangzhou Port has achieved several global and national leading benchmarks. Its cargo throughput increased from 636 million tons in 2020 to 675 million tons in 2023, ranking fifth in the world. Container throughput grew from 23.51 million TEUs in 2020 to 25.41 million TEUs in 2023, ranking sixth globally.
In terms of infrastructure, over the next three years, Guangzhou Port will add 13 new berths for ships over 10,000 tons and 10 berths for ships over 100,000 tons. The world’s first fully automated river-sea-rail intermodal terminal, Nansha Port's fourth phase project, has been completed, and the opening of the Pazhou Hong Kong-Macao Passenger Port has filled the gap for water-based cross-border entry points in Guangzhou's central urban area.
Additionally, the completion and operation of the widening project of Guangzhou Port's deep-water channel enable two-way navigation for 100,000 and 150,000-ton container ships. The national logistics hub at Guangzhou Port is nearly complete, with a total investment exceeding 14 billion yuan, and several warehousing projects have already been put into use.
Guangzhou will further enhance port functions by advancing the opening of several ports, including the Pazhou Hong Kong-Macao Passenger Port, Huangpu New Port Phase II, Xinsha Port Phase II, Nansha Port Phase IV, Nansha International Cruise Homeport, Near-Shore Vehicle Terminal and Guangzhou Port Lantau Anchorage. The city will improve port services, enhance the application functions of the international trade "single window", and expand cooperation with Hong Kong and Macao in areas such as information sharing and business supervision. Guangzhou also aims to actively develop foreign trade liner routes, expand the coverage of the "Bay Area One Port Pass" export service to include more feeder ports in the Pearl River Delta as well as the eastern, western, and northern Guangdong, and extend the import "Bay Area One Port Pass".
To strengthen global connectivity and competitive advantages, Guangzhou plans to expand its foreign trade container liner routes, increase its presence in markets under the Belt and Road Initiative and the Regional Comprehensive Economic Partnership (RCEP), and solidify its position as an international container transport hub for African and Southeast Asian routes. Guangzhou will also strengthen its efforts to expand routes to Europe, the Americas, Japan, South Korea, India, and Pakistan. Additionally, Guangzhou will collaborate with Hong Kong and Macao to establish a Greater Bay Area shipping joint exchange center, accelerate the development of services such as shipping transactions and index development, and enhance the allocation of shipping resources.

广州力争2026年港口货物吞吐量达7亿吨
8月5日,广州正式发布《建设广州国际航运枢纽三年行动计划(2024—2026年)》。根据《三年行动计划》,到2026年,广州港货物吞吐量将力争达到7亿吨,集装箱吞吐量达2700万标箱,海铁联运量达80万标箱,商品汽车吞吐量达160万辆,港航固定资产投资超过150亿元。
该计划旨在通过八个方面的提升,推进31项任务和4项保障措施,建设广州临港经济区,巩固广州港在综合运输体系和航运服务功能中的核心地位,助力粤港澳大湾区成为深化改革和对外开放的新高地。
广州港多项指标达到全球和全国领先水平。货物吞吐量从2020年的6.36亿吨增长至2023年的6.75亿吨,世界排名第5;集装箱吞吐量从2020年的2351万标箱增长至2023年的2541万标箱,世界排名第6。
基础设施方面,广州港三年内新增万吨级以上泊位13个,新增10万吨级及以上泊位10个。全球首个江海铁多式联运全自动化码头南沙港区四期已经建成,琶洲港澳客运口岸的开通填补了广州中心城区水上跨境口岸的空白。
此外,广州港出海航道拓宽工程竣工投产,实现了10万吨级与15万吨级集装箱船的双向通航。广州港口型国家物流枢纽基本建成,项目总投资超过140亿元,多个仓储项目已投入使用。
广州将进一步完善口岸功能,推进琶洲港澳客运口岸、黄埔新港二期、新沙二期、南沙港区四期、南沙邮轮母港、近洋汽车码头和广州港大屿山锚地等口岸对外开放。提升口岸服务水平,完善国际贸易“单一窗口”应用功能,拓展与港澳在信息共享、业务监管等方面的对接与合作。积极开拓外贸班轮航线,扩大出口“湾区一港通”覆盖范围,拓展至珠三角、粤东、粤西、粤北等广东更多支线码头,积极拓展进口“湾区一港通”。
增强链通全球新优势,广州将加大外贸集装箱班轮航线拓展力度,扩大面向共建“一带一路”国家和《区域全面经济伙伴关系协定》(RCEP)市场布局和覆盖,巩固非洲航线和东南亚航线国际集装箱运输枢纽地位,加大欧美、日韩、印巴等航线拓展力度。广州还将携手港澳共建大湾区航运联合交易中心,加快拓展航运交易、航运指数研发等服务功能,增强航运要素资源配置能力。
