According to Gu Naihua, Vice Dean of the Belt and Road Initiative and the Greater Bay Area Research Institute at Jinan University, "The China-Europe Railway Express, as an important link connecting China and countries along the Belt and Road, not only reduces the time and cost of logistics transportation, but also provides strong impetus and support for the economic and trade cooperation, economic recovery, and stability of the international industrial supply chain along the Belt and Road."
As a frontier of reform and opening up, how can Guangdong become deeper level opening up to the world in wider fields and areas through the China-Europe Railway Express? Gu said that the China-Europe Railway Express has already effectively brought Guangdong's products with distinctive local characteristics to countries along the Belt and Road, such as Kazakhstan and Poland. In addition to traditional goods such as household appliances, clothing, and shoes, there has been a continuous increase in high-value-added products such as electronic devices, machinery equipment, and new energy vehicles.
"In the current complex international economic and trade environment, Guangdong, the largest province in Chinese foreign trade, faces some challenges and pressures. Gu said that, with "a package of" continuous measures released by the country and Guangdong government to stabilize and optimize foreign trade, Guangdong's foreign trade has achieved steady growth, especially with the countries along the Belt and Road.
Gu suggested that against the increasing risks in the current international economic and trade environment, the government could take measures for enterprises' outbound investments, such as formulating guidelines, making case sets, building an early warning network platform, organizing exchange and training meetings and gathering foreign-related legal service centers. Or the government could explore joint efforts with chambers of commerce in Guangdong to "go overseas in groups" to escort local enterprises to achieve a higher level of "going global".
暨南大学“一带一路”与粤港澳大湾区研究院副院长顾乃华:“钢铁驼队”为经贸合作添活力
“中欧班列作为连接中国与‘一带一路’沿线国家的重要纽带,其作用不仅是从时空维度上降低了物流运输的时间和资金成本,还为‘一带一路’及其沿线国家的经贸合作、经济复苏和国际产业链供应链稳定赋予了强劲动能和有力支撑。”暨南大学“一带一路”与粤港澳大湾区研究院副院长顾乃华说道。
广东作为改革开放的前沿阵地,如何通过中欧班列在更大范围、更宽领域、更深层次扩大高水平对外开放?顾乃华称,中欧班列的开行就有力地带动了“广货广出”走向全球,将极具广东本地特色的产品带到哈萨克斯坦、波兰等“一带一路”沿线国家,除了家用电器、服饰鞋帽等传统商品外,电子设备、机械设备、新能源汽车等高附加值产品持续增多。
“在当前复杂的国际经贸环境下,广东作为外贸第一大省在外贸发展上确实面临着一些挑战和压力。”顾乃华表示,在国家和广东省持续出台“一揽子”措施推动外贸稳规模优结构的背景下,广东的外贸实现了平稳增长,尤其是和“一带一路”沿线国家的贸易增长形势良好。
顾乃华建议,在当前国际经贸形势不确定性风险增大的背景下,政府可以制定企业对外投资指南、制作企业对外投资案例集、打造企业对外投资预警网络平台、组织企业海外投资的交流培训会议、聚合涉外法律服务中心等多种措施,或探索联合粤商会力量“抱团出海”,为本土企业实现更高水平的“走出去”保驾护航。
