"July of this year marks not only the 30th anniversary of my arrival in Guangzhou after graduation but also the 30th year of my involvement in international cooperation with countries from Central Asia and the CIS, including Belarus and Kazakhstan. Every day, I dedicate myself to expanding these international cooperation resources for Guangdong," shared Guo Fengzhi, the Secretary-General of the Guangdong - CIS International Technological Cooperation Union, who has spent half his life immersed in these endeavors and has become a true expert in dealings with CIS nations.
In an exclusive conversation with the Yangcheng Evening News, Guo revealed that over the past three decades, he has engaged with countless government delegations, economic and trade missions, cultural representatives, and civilian friendship groups from Eastern Europe, the CIS, and Central Asian countries. The impression of Guangdong held by friends from these nations can be summed up in five phrases: dynamic economy, rapid development, agile private industries, hospitable people, and a blend of tradition and modernity.
According to Guo's observations, in recent years, a collaboration between Guangdong and the CIS countries of Central Europe has centered on trade, industry, and high-tech industrial parks. "Take the China-Belarus Great Stone Industrial Park as an example. Numerous Guangdong enterprises, including Midea, have established themselves in the park. From industry collaboration to park-level cooperation, China, Belarus, and even Central Asian countries are collectively nurturing high-tech enterprises."
The growth of industries goes hand in hand with the nurturing of talents. Given that Guangdong is a hub of vocational education, Belarus boasts rich educational resources as well. Building on this foundation, Guo Fengzhi explained that joint university programs are underway between China and Belarus in various fields like railroads. China plans to further expand vocational education collaborations to countries like Kazakhstan and Uzbekistan in Central Asia. "Education cooperation is a distinctive feature of 'Belt and Road Initiative' in Guangdong," he emphasized. He provided an example, stating that China's advanced high-speed rail technology and operational management will undoubtedly play a crucial role in cooperative projects with countries along the Belt and Road, as these technologies and skilled personnel are poised to become integral parts of such ventures.

“今年7月正好是我大学毕业来广州的第30年,也是我从事对白俄罗斯、哈萨克斯坦等中亚、独联体等国家国际合作的第30个年头。我每天都在致力于为广东开拓这些国际合作资源。”半生都投身于此的广东-独联体国际科技合作联盟秘书长郭凤志是个不折不扣的“独联体国家通”。
郭凤志告诉羊城晚报记者,30年来他接触了千百次东欧、独联体和中亚各国的政府代表团、经贸代表团、文化代表团和民间友好代表团。这些国家的朋友对广东的印象可以概括为五个词:经济活跃、发展迅速、民营产业快而灵活、人民热情、传统与现代融合。
根据郭凤志的观察,近年来,广东和中欧独联体国家的合作主要集中在贸易合作、产业合作和高新技术产业园区合作三个方面。“以白俄罗斯的中白巨石工业园为例,目前园区内入驻了美的等多家广东企业,从产业合作延伸到园区合作,中国和白俄罗斯,甚至中亚各国都在共同孵化一些高新技术企业。”
产业的发展离不开人才的建设,广东是职业教育大省,白俄罗斯的教育资源同样丰富。在这一基础上,郭凤志谈道,目前中白之间已经在铁路等各方面展开了高校联合培养,未来还将进一步把职业教育外移铺设到哈萨克斯坦、乌兹别克斯坦等中亚各国。“教育合作是我们广东‘一带一路’合作的一个非常鲜明的特色。”他举例道,中国的高铁技术和运营管理都是领先的,这些先进的技术和管理人员未来都会成为中国输出到“一带一路”国家的合作项目中的组成部分。
