Accordingto an annualreportreleasedon April 28th, as the Greater Bay Area made progress in various aspects, the gap between it and other leading bay areas has narrowed.
The reportis the latest comprehensive think tank report on the achievements of the Guangdong-Hong Kong-Macao Greater Bay Area. Released by the Guangdong Academy of Social Sciences and the Social Sciences Academic Press, this report shows that the Guangdong Academy of Social Sciences has positioned itself as a first-class think tank.
From 2021 to 2022, the Greater Bay Area witnessed its GDP growth and its comprehensive strength significantly enhanced. New systems for open economies and innovative development mechanisms have been established, and key cities and major platforms in the GBA are facilitating the developmentofsurroundingareas. The "one-hour living circle" has been established. All these demonstratethat the GBA is workingtowards an international first-class bay area and world-class city cluster.
In 2021, the GDP of the GBA reached 12.6 trillion yuan, with five cities' GDPs exceeding one trillion yuan. There are about 60,000 high-tech enterprises and 25 Fortune 500 companies, surpassing those of the New York Bay Area for the first time. The region also boasts a total of 50 national key laboratories, and the "Shenzhen-Hong Kong-Guangzhou Science and Technology Cluster" has ranked second in the world in the innovation index of the World Intellectual Property Organization for two consecutive years. The total length of expressways in the area has reached 4,972 kilometers, and the road network density (9.1 kilometers per 100 square kilometers) ranks among the top in major city clusters at home and abroad.
The report predicts that the international comprehensive transportation hub cluster in the GBA will reach a new level from 2023 to 2024. The international scientific and technological innovation center in the area will change from a blueprint to a reality, and the international consumption hub in the area will further enhance the high-quality development of the GBA. In addition, the Guangdong-Macao In-depth Cooperation Zone in Hengqin is expected to become a new center for the construction of the GBA, and with multiple policy benefits, Qianhai willserveas a strong engine leading the development of the GBA in new fields.
The report suggests that the GBA should implement policies in areas such as mechanism design for the efficient flow of production elements, institutional exploration for effective linkage of rules, image shaping as a stable and transparent environment, and cultural exchange and mutual learning for humanistic cultivation. In this way, the GBA can further promote coordinated development and deep integration of Guangdong, Hong Kong, and Macao.
In addition, in the field of infrastructure, efforts should be made to accelerate the establishment of a coordinated development mechanism for city clusters, and to strengthen support for digital new infrastructure and its practical application.

4月28日,广东省社会科学院、社会科学文献出版社联合发布了全国唯一一部以粤港澳大湾区建设为主题的年度综合智库报告,已经成为广东省社会科学院高水平一流智库建设的标志性成果之一。
该报告指出,粤港澳大湾区各项建设稳步推进,活力和竞争力进一步提升,与一流湾区和世界级城市群的差距进一步缩小。
2021年至2022年,粤港澳大湾区建设取得了巨大成就,经济总量持续增长,综合实力显著增强,开放型经济新体制、创新型发展新机制加快形成,中心城市、重大合作平台辐射带动作用有效发挥,“1小时生活圈”基本实现,国际一流湾区和世界级城市群建设步伐坚实有力。
报告显示,2021年,粤港澳大湾区GDP达到12.6万亿元,拥有5个GDP万亿元量级城市,高新技术企业约6万家,世界500强企业达到25家,首次超越纽约湾区;共有50个国家重点实验室,“深圳—香港—广州科学技术集群”连续两年位居世界知识产权组织创新指数排名第二位;高速公路通车里程达到4972公里,路网密度(每百平方公里9.1公里)位居国内外主要城市群前列。
报告认为,展望2023年至2024年,粤港澳大湾区国际综合交通枢纽集群建设将跃上新水平,大湾区国际科技创新中心建设将由“蓝图”变“美景”,大湾区国际消费枢纽将进一步提高大湾区高质量发展“新能级”;此外,横琴粤澳深度合作区有望成为大湾区建设“新高地”,前海叠加发挥多项政策利好效应,正在成为引领大湾区新时代发展的强力引擎。
报告建议,粤港澳大湾区要在要素高效流动的机制设计、规则有效衔接的制度探索、环境稳定透明的形象塑造、文化交流互鉴的人文培育等方面综合施策,进一步推进粤港澳协调发展、深度融合。
此外,在基础设施领域,要加快建立城市群交通协同发展机制,着力强化数字新基建支撑力和应用实效。
