On October 21st, the 2026 Guangdong Provincial Conference on High-Quality Development of the Marine Industry was held in Shenzhen. The meeting focused on marine industrial clusters, scientific and technological innovation, and international cooperation and greater openness. It set out key measures for Guangdong to further develop its blue economy and explore new opportunities for growth in the deep sea. Guangdong's marine economy has ranked first in China for 31 consecutive years. In 2025, its gross ocean product reached 2.04 trillion yuan, accounting for approximately one-fifth of the national total.
Guangdong has pursued integrated land-sea development and coordinated development across its cities. Leveraging their respective resource advantages, coastal cities have pursued differentiated development strategies. Shenzhen is positioning itself as a global marine center, Guangzhou is strengthening its capacity to drive marine science and technology innovation, and cities in western Guangdong are focusing on specialized industrial clusters such as marine ranching, port-based industries, and offshore wind power. Local governments have also introduced innovative mechanisms for making marine areas available for development, streamlined approvals for sea area use, rolled out financial support policies, and accelerated the development of fishing port economic zones.
Modern marine ranching has become a key driver of industrial upgrading. Guangdong has stepped up efforts to develop its marine seed industry and advance research and development of intelligent equipment for deep-sea applications. The province leads the nation in cage aquaculture and has developed 21 new marine aquaculture varieties. With state-owned capital investment on the scale of 100 billion yuan, Guangdong has also introduced innovative operating models that significantly lower barriers to entry for aquaculture, driving the sector toward large-scale, intelligent operations in deeper offshore waters.
Leveraging the Greater Bay Area's world-class port cluster, Guangdong connects to global markets through its extensive network of international shipping routes, giving continued impetus to maritime trade. Its well-developed ecosystem spanning industry, scientific and technological innovation, and trade is helping advance the "New Maritime Guangdong" initiative and driving the high-quality development and transformation of its marine economy.
