During the 15th National Games of the People's Republic of China last year, "National Games Blue"—the pristine sky achieved through strict pollution controls—served as a striking backdrop to the event. This year, the 33rd APEC Economic Leaders' Meeting is set to take place in Shenzhen. Facing the major test of ensuring air quality during the APEC meeting, the Department of Ecology and Environment of Guangdong Province stated that in the second half of the year, it will focus on precision monitoring, refined emission reductions, and regional joint prevention and control to fully guarantee air quality during the APEC meeting.
Leveraging AI algorithms and high-resolution emission inventories, Guangdong will continuously conduct routine, component, mobile, and remote sensing monitoring. Combined with data from regional and background stations, these tools will help analyze and assess the impact of long-range pollutant transport.
For this air quality guarantee initiative, Shenzhen will serve as the core control city, supported by nine key control cities—Guangzhou, Foshan, Zhuhai, Zhongshan, Dongguan, Huizhou, Shanwei, Shantou, and Jieyang—with other cities across the province providing coordinated assistance.
Guangdong will continue to include high-emission sources in its inventory and further refine tailored, company-specific control measures. Abnormal emissions will also be detected more rapidly, as satellites, mobile monitoring, online surveillance, and quantum radar technology join forces to accurately pinpoint regional pollution transport channels and local emission hotspots.
Furthermore, Guangdong will proactively engage with neighboring provinces and regions—including Fujian, Jiangxi, Hunan, and Guangxi—as well as Hong Kong and Macao to conduct joint monitoring, early warnings, and coordinated pollution control during the meeting. Cities situated along pollution transport routes will focus on strengthening oversight of elevated emission sources in industries such as thermal power, cement, non-ferrous metal smelting, steel, flat glass, and petrochemicals. At the same time, strict controls will be imposed on straw and open burning to minimize the impact of incoming transboundary pollution.

从十五运到APEC深圳峰会的“蓝天接力赛”
去年十五运会期间,“全运蓝”成为赛场之外的亮眼底色。今年,另一场重量级盛会即将在深圳举行。面对APEC会议空气质量保障这场“大考”,广东省生态环境厅表示,下半年将围绕精准监测、精细减排、区域联防联控持续发力,全力保障APEC会议期间空气质量。
依托AI算法、高精度排放清单,广东将持续开展常规监测、成分监测、移动监测和遥感监测,并结合区域站、背景站数据,研判污染物长距离传输影响。
此次空气质量保障将以深圳为核心管控城市,广州、佛山、珠海、中山、东莞、惠州、汕尾、汕头、揭阳9市作为重点管控城市,全省其他城市协同配合。
广东将继续把污染物排放量大的污染源纳入清单,进一步细化“一企一策”差异化管控措施。哪些地方排放异常,也将更快被发现。卫星、走航、在线监控以及量子雷达等技术将共同上阵,精准锁定区域污染传输通道和本地异常排放高值点。
广东还将主动对接福建、江西、湖南、广西等周边省区以及港澳地区,联合开展会期监测预警和协同治污。其中,污染传输通道上的城市将重点加强火电、水泥、有色金属冶炼、钢铁、平板玻璃、石化等高架源企业监管,同时严格管控秸秆和露天焚烧,减少外来污染传输影响。
