'Training vouchers' support AI research and development

The Science, Technology and Innovation Commission of Shenzhen Municipality recently announced the 2026 application guide for "training vouchers". This initiative provides inclusive subsidies to boost AI research and development and empower small and medium-sized enterprises (SMEs) in independent innovation.

According to official guidelines, the 2026 "training vouchers" are available to legally registered enterprises, universities, and research institutes in Shenzhen (including the Shenzhen-Shanwei Special Cooperation Zone) with annual expenditures on intelligent computing power from non-related parties of 500,000 yuan or more. General applicants can receive a 50% offset on contract amounts, while startups registered for less than a year receive an increased rate of 60%. The annual cumulative application limit per entity is 10 million yuan, and any unredeemed quota from the previous year can be included in the current year's unified management. These vouchers aim to lower the cost of taking innovative risks, ensuring that SMEs are not constrained by high bills. The first batch, totaling nearly 200 million yuan, was issued in March 2025 and benefited approximately 40 AI and embodied AI robotics companies.

This policy is supported by a robust computing infrastructure. As of March 2026, Shenzhen has built a full-stack domestic intelligent computing cluster with a total scale of 14,000 PFlops. This facility is the first in China constructed with advanced domestic chips, forming a 10,000-card-scale intelligent computing infrastructure with key performance indicators reaching international leadership levels. Meanwhile, major projects like the second phase of the National Supercomputing Center in Shenzhen and Peng Cheng Cloud Brain III are accelerating, with the total scale of completed and under-construction computing facilities exceeding 62 EFLOPS, providing abundant, cost-effective, and self-controllable computing supply for AI enterprises citywide.

一张“训力券”,托举AI研发

日前,深圳市科技创新局官宣2026年度“训力券”申请指南,以普惠算力补贴助力AI研发,托举中小企业自主创新。

根据深圳市科创局官方发布,2026年度“训力券”面向在深圳(含深汕特别合作区)依法登记、具备独立法人资格的企业、高校与科研机构,年度租用非关联方智能算力费用50万元及以上可申请;一般主体按合同金额50%予以抵扣,注册未满一周年的初创企业抵扣比例提高至60%;同一单位年度累计申请额度最高1000万元,上年度未兑现额度可计入本年度统筹管理。“训力券”最大的意义,在于降低创新的勇气成本,让曾经成本高昂的算力成为人人可及的创新基础设施,让中小企业研发不被账单束缚。首批“训力券”已于2025年3月发放,总额近2亿元,惠及近40家AI与具身智能机器人企业。

政策暖风之下,更是硬核的算力底座。截至2026年3月,深圳全市建成总规模达14000P的全栈国产智能算力集群,为全国首个采用国产先进芯片构建的万卡级智算设施,关键性能指标达国际领先。与此同时,国家超算深圳中心二期、鹏城云脑Ⅲ等重点项目加快推进,已建和在建智算规模超62EFLOPS,为全市AI企业提供充沛、低成本、自主可控的算力供给。
