In Shenzhen, a vibrant rainforest-like innovation ecosystem is taking shape. The city offers fertile policy soil for new ideas to sprout, inclusive and targeted financial support, and a talent environment that nurtures growth. It also boasts a thriving ecosystem where leading enterprises coexist with micro, small and medium-sized enterprises. By building a full-cycle system that supports innovators from early incubation to full-scale development, Shenzhen has enabled diverse innovation entities to find their own growth paths, forming a dynamic landscape where 25,000 national high-tech enterprises flourish both in depth and in scale.

Shenzhen is vigorously developing technology finance. The city has established industrial guidance funds at the 100-billion-yuan level, angel mother funds at the 10-billion-yuan level, and a 2-billion-yuan science and technology seed fund, forming a financial service system that supports the full innovation lifecycle. In 2024, Shenzhen added 152 private equity and venture capital funds, with total assets under management surpassing 1.5 trillion yuan. New credit products such as R&D loan and M&A loan were introduced, and by the end of 2024, the outstanding balance of loans to technology companies in the city had reached 987.3 billion yuan. 

Shenzhen now has a talent pool of more than 7 million people, including over 220,000 returnees from overseas studies and more than 26,000 high-level professionals. A total of 920 Shenzhen-based scholars were included in the list of "World's Top 2%" scientists. The city has remained China's most attractive city for talent from the post-95 generation for two consecutive years and has long been the top choice for university graduates seeking employment.

Leading enterprises serve as the main pillars of this innovation ecosystem. Giants such as Huawei, Tencent and BYD fuel the prosperity of the entire industrial chain by opening technology platforms, setting up industry funds and releasing procurement needs. Micro, small and medium-sized enterprises form the dynamic undergrowth of the broader innovation landscape. With agility, they act as the vital channels that keep Shenzhen's innovation landscape energetic and interconnected.

突破2.5万家！深圳为何成为高新企业“梦工厂”？

在深圳这片创新的沃土上，一幅生机勃勃的“热带雨林”式图景正徐徐展开。这里有滋养“种子”破土而出的政策土壤，有普惠精准的金融活水与人才阳光，更有龙头企业与中小微企业共生共荣的繁茂生态。通过构建从“育苗”到“造林”的全周期护航体系，深圳让各类创新主体都能找到适宜的生长路径，形成了2.5万家国家高新技术企业“顶天立地”与“铺天盖地”并存的生动局面。

深圳积极发展科技金融，成立了千亿级的产业引导基金、百亿级的天使母基金和20亿元的科技创新种子基金，构建起覆盖科技创新全生命周期的金融服务体系。2024年，深圳新增私募股权、创投基金152支，管理规模超1.5万亿元。创新推出研发贷、并购贷等信贷产品，2024年末全市科技贷款余额达9873亿元。

目前，深圳全市人才总量突破700万大关，留学归国人才超过22万人，高层次人才突破2.6万人，920名深圳学者入选全球前2%顶尖科学家榜单，连续两年位居中国城市“95后”人才吸引力排名榜首，并多年蝉联高校毕业生就业首选城市。

龙头企业是这片雨林中的“参天大树”。华为、腾讯、比亚迪等巨头，通过开放技术平台、设立产业基金、发布采购需求等方式，带动了整个产业链的繁荣。中小微企业则是雨林中充满活力的“灌木丛”和“苔藓层”，凭借其灵活性，成为创新的毛细血管。
