From January to February 2025, Guangdong established 3,484 new foreign-invested enterprises, marking a 16.8% year-on-year increase. The actual use of foreign capital reached 23.31 billion yuan, up 5.9% year-on-year, outpacing both the national average and other major economic provinces. These figures highlight Guangdong's strong appeal to foreign investors.

The manufacturing industry emerged as a key driver of foreign investment growth. The sector utilized 7.41 billion yuan in actual foreign capital, a robust 34.5% increase year-on-year, surpassing the province's overall growth rate by 28.6 percentage points. It accounted for 31.8% of the total foreign investment in Guangdong. In contrast, the service sector saw actual foreign investment of 15.39 billion yuan, down 4.3% year-on-year, making up 66% of the total.

Investment from developed economies grew significantly. Capital inflows from Europe and North America surged by 52.2% year-on-year, with investment from the EU alone soaring 70.4%. ASEAN countries also showed strong momentum, with investment rising by 45.2%.

The nine mainland municipalities in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) continued to play a dominant role, with actual foreign investment reaching 21.55 billion yuan, up 6.9% year-on-year, accounting for 92.4% of the province's total. Meanwhile, cities in eastern, western, and northern Guangdong such as Shantou, Qingyuan, Yangjiang, and Meizhou also posted notable growth in foreign investment, reflecting the positive impact of the "High-Quality Development Project for Guangdong Counties, Towns, and Villages."

Zhu Xiaojun, deputy director of the Guangdong Provincial Department of Commerce, emphasized the strategic importance of foreign investment in fostering new quality productive forces and advancing Chinese path to modernization. He noted that the provincial government has placed great emphasis on foreign capital attraction. In May 2024, Guangdong introduced a new round of foreign investment incentives, facilitating the expansion of high-quality projects.

SSGKC

Many foreign enterprises are deepening their investment in Guangdong. BeiGene's large-molecule biologics manufacturing facility in Sino-Singapore Guangzhou Knowledge City (SSGKC) is set to begin operations, making the company the largest PD-1 monoclonal antibody producer in China. Siemens Healthineers, which established itself in Shenzhen's Nanshan Science and Technology Park in 2002, has grown into its largest R&D and manufacturing hub outside Germany. In January 2025, the company broke ground on a new high-end medical equipment R&D and manufacturing base in Shenzhen, slated for completion by the end of 2027 at the latest.

外资企业持续看好广东

2025年1-2月，广东省新设立外商投资企业3484家，同比增长16.8%；实际使用外资233.1亿元，同比增长5.9%，增速领先全国和主要经济大省，显示出广东对外资的强大吸引力。

从行业分布来看，制造业成为外资增长的亮点。全省制造业实际使用外资74.1亿元，同比增长34.5%，高于全省整体增速28.6个百分点，占全省外资总额的31.8%。相比之下，服务业实际使用外资153.9亿元，同比下降4.3%，占比66%。

外资来源地方面，发达经济体的投资增速较快。来自欧美等发达国家的投资同比增长52.2%，其中来自欧盟地区的投资增长70.4%。东盟国家的投资也增长了45.2%。

大湾区内地9市继续发挥主导作用，实际使用外资215.5亿元，同比增长6.9%，占全省外资总额的92.4%。同时，粤东、粤西、粤北等地如汕头、清远、阳江、梅州等市，外资使用增长显著，体现了“百县千镇万村高质量发展工程”对区域经济的积极推动。

广东省商务厅副厅长朱小军表示，“外商投资是发展新质生产力和实现中国式现代化的重要支撑。”他指出，广东省委、省政府高度重视外资，为进一步吸引外资，广东于2024年5月出台新一轮外资激励政策，推动了一批优质项目增资扩产。

不少外资企业持续加码在粤投资。百济神州在中新广州知识城建设的大分子生物药生产基地将投产后，成为中国PD-1单抗药物产能最大企业。西门子医疗自2002年在深圳南山科技园落户以来，已成为德国以外最大的研发制造基地。2025年1月，西门子医疗在深圳投资建设的高端医疗设备研发制造基地正式奠基，预计最迟2027年底投产。
