Chi Fulin, President of the China Institute for Reform and Development (CIRD), shared his views at the 2024 Understanding China Conference (Guangzhou), stating: "Over the next decade, in the specific context of advancing Chinese modernization, China will actively and independently implement high-level opening-up policies and establish a unilateral opening-up system. This will not only have a decisive impact on China's comprehensive deepening of reform and promoting high-quality development but also play a significant role in rebalancing the global economy and fostering inclusive global growth."

The potential for China's economic transformation and upgrade is immense during this critical period. The growth space for medium-to-long-term resident service consumption is considerable. By 2035, the proportion of service consumption among urban and rural residents is expected to significantly increase, bringing substantial growth. The economic transformation will lead to the emergence of various economic patterns, such as the rise of service-oriented manufacturing, opportunities for producer services, and the release of immense domestic demand potential through urbanization. The impact of China's economic growth on the global economy will be profound.

To tap into this growth potential, three key points should be focused on. First, enhancing market opening-up to maintain a fair global competition environment. China should adjust its approach to attracting foreign investment, trade in services, and institutional openness. For example, in the automobile industry, opening up promotes industrial cooperation rather than leading to excess capacity. Second, coordinating domestic and international market rules through institutional opening-up, aligning the service sector with international standards, and breaking monopolies. Third, using a strong domestic market to drive global free trade. In the digital trade sector, China's digital transformation is accelerating, and it is important to build rules for digital governance.

On expanding unilateral opening-up, Chi emphasized that it is China's proactive choice to share the market, going beyond traditional "reciprocal openness" and showcasing China's determination to open up. The country should first unilaterally open up to underdeveloped countries, such as developing action plans and implementing special measures for ASEAN's underdeveloped nations. It could also promote unilateral opening-up within the Gulf Cooperation Council (GCC) to foster regional cooperation and interaction. Additionally, China should leverage platforms for open cooperation to build large unilateral opening channels, such as pilot free trade zones and the Hainan Free Trade Port, which play a pivotal role in implementing various opening policies and regional cooperation, helping China become a new frontier for institutional openness.

迟福林：未来10年中国经济转型升级蕴藏巨大增长潜力

中国（海南）改革发展研究院院长迟福林在2024年“读懂中国”国际会议（广州）上分享观点：“未来10年，在推进中国式现代化建设的特定背景下，中国主动、自主地实施高水平开放政策，形成单边开放的制度安排，不仅对中国全面深化改革、推动高质量发展具有决定性影响，而且对推动全球经济再平衡、促进全球包容性发展有着重要影响。”

中国经济转型升级关键期潜力巨大。中长期居民服务型消费增长空间可观，预计到2035年城乡居民服务型消费占比大幅提升并带来巨额增量。经济转型升级将形成多种经济形态，如服务型制造兴起，生产性服务业迎来机遇，同时城镇化也将释放巨大内需潜力，中国经济增长对世界经济影响显著。

发掘增长潜力有三个着力点：一是以更大程度市场开放维护全球公平竞争环境，中国应在吸引外资、服务贸易、制度型开放等方面转变，以汽车产业为例说明开放促进产业合作而非导致产能过剩；二是以制度型开放协调国内国际市场规则，在服务业领域接轨国际标准、打破垄断；三是以强大国内市场推动全球自由贸易，如数字贸易领域，中国数字化转型加速，应构建数字治理规则。

关于扩大单边开放，它是中国分享市场的主动选择，超越传统“对等开放”，彰显开放决心。应率先对欠发达国家单边开放，如对东盟欠发达国家制定行动方案、实施特别举措，还可推动海合会组织单边开放，促进区域合作互动。此外，要发挥开放合作平台作用打造单边开放大通道，如自贸试验区、海南自由贸易港等在不同开放政策实施与区域合作中发挥枢纽作用，助力中国成为制度型开放新前沿。
