On October 14th, Guangdong announced 20 initiatives to seize the strategic opportunities in commercial space development. By 2026, the province aims to grow its commercial space and related industries to RMB 300 billion, attract and nurture more than 10 key commercial space enterprises, and establish over five industrial clusters focused on commercial space. The sector's new business models and formats are expected to accelerate their emergence. By 2028, Guangdong aims to establish a development pattern characterized by synergy between spacecraft manufacturing, land-sea launch capabilities, industrial element clustering, and regional collaboration.

Guangdong will encourage and guide relevant enterprises and research institutions to pursue technological breakthroughs in spacecraft manufacturing, space transport, satellite constellation networking, and real-time space data processing and intelligent integration. The province also plans to promote joint efforts between central and local authorities to address critical technologies, essential components, and system integration, with the goal of securing major national science and technology projects in Guangdong. Additionally, efforts will be made to enhance the localization of key components.

To strengthen the industrial foundation, Guangdong will leverage its advantages in the electronics and information sectors by supporting enterprises in building a commercial space supply chain hub. This includes establishing a supply chain transaction platform and implementing projects to solidify and enhance key links in the industry. The province will support commercial satellite companies in building production lines to improve satellite manufacturing and research capabilities, while also assisting commercial rocket companies in accelerating the construction of research and development centers and assembly testing facilities under the Guangdong brand. Moreover, efforts will be made to stabilize and extend the satellite application supply chain by accelerating the development of ground equipment for satellite internet, strengthening satellite terminal manufacturing, and expanding the BeiDou satellite system's application scenarios. Guangdong aims to grow the entire BeiDou industry chain.

Guangdong is also shaping a spatial layout for commercial space industry development, with Guangzhou and Shenzhen as core hubs and cities like Zhuhai and Yangjiang serving as key supporting points. Guangzhou and Shenzhen will develop a comprehensive industrial chain covering rockets, satellites, ground stations, terminal equipment, and applications, as well as build several specialized industrial parks. In particular, Guangzhou will be supported in building a BeiDou industrial eco-city. Zhuhai and other regions will focus on developing specialized industrial clusters, such as terminal equipment manufacturing, while Yangjiang will focus on building a commercial space industrial park with emphasis on spacecraft assembly, satellite applications, and aerospace tourism.

To expand its global presence, Guangdong plans to explore overseas markets, including countries involved in the Belt and Road Initiative, and encourage commercial space enterprises to participate in the formulation of international space rules and standards. The province will also leverage platforms such as the China International Aviation & Aerospace Exhibition by setting up a dedicated commercial space exhibition area to showcase the strengths of Guangdong's leading enterprises.

广东：力争2026年商业航天及关联产业规模达3000亿元

10月14日，广东发布20项主要任务抢抓商业航天发展战略机遇。到2026年，全省商业航天及关联产业规模力争达到3000亿元，引进和培育10家以上商业航天重点企业，建设5个以上商业航天特色产业集聚区，商业航天新模式新业态加速生成。到2028年，基本形成星箭研制牵引、陆海发射带动、产业要素聚集、区域协同互补的发展格局。

广东将鼓励、引导相关企业和研发机构，在星箭制造、天地往返运输、星座组网与测运控、空天信息实时处理与在轨智能融合等环节开展技术攻关。推动央地联合开展共性关键技术、关键零部件、系统集成等协同攻关，争取国家重大科技项目在粤布局，提升核心零部件国产化能力。

实施产业基础固链强链工程，发挥广东电子信息产业优势，支持企业联合搭建供应链交易平台，打造商业航天供应链高地。实施星箭建链补链工程，支持商业卫星企业建设脉动式生产线，提高整星研产能力；支持商业火箭企业加快研发中心、总装测试基地建设，打造“粤星粤箭”品牌。实施卫星应用稳链延链工程，加快布局卫星互联网地面设备研产能力，巩固卫星应用终端制造优势。发挥北斗应用场景带动作用，发展壮大北斗全产业链。

打造以广州、深圳为核心，珠海、阳江等地为支点，全省协同发展的商业航天产业空间布局。广州、深圳打造从火箭、卫星、地面站、终端设备到应用的全覆盖产业链，建设若干特色产业园区，支持广州打造北斗产业生态城。珠海等地重点推动终端设备制造等特色产业集群发展。支持阳江建设商业航天产业园区，重点推动星箭总装制造、卫星应用、航天文旅等特色产业集群发展。

拓展“一带一路”共建国家和地区等海外市场，鼓励商业航天主体参与外空国际规则、国际标准制定。依托中国国际航空航天博览会，设立广东商业航天专题展区，集中展示广东优势企业良好形象。
