Starting from June 2nd, 2023, the Regional Comprehensive Economic Partnership (RCEP) has been implemented across all 15 member countries. According to Guangzhou Customs, over the past year since the full implementation of RCEP, enterprises have declared imports worth 6.17 billion yuan under RCEP to Guangzhou Customs, enjoying tariff reductions exceeding 1 billion yuan. Additionally, enterprises have applied for over 20,000 RCEP certificates of origin from Guangzhou Customs, and the approved exporters have issued more than 1,000 certificates of origin, with the export value of goods enjoying preferential tariffs reaching 5.7 billion yuan.
Since RCEP came into effect on January 1st, 2022, all member countries have reduced tariffs on imports under RCEP as planned. By the end of May this year, Japan had implemented its fourth round of tariff cuts, the Philippines had implemented its second round, and the other 13 member countries had implemented their third round. As the benefits of RCEP continue to unfold, foreign trade enterprises are reaping increasing rewards.
Impactile is a foreign trade company specializing in producing glazed tiles, primarily exported to Japan. According to Huang Shaojun, the company's customs manager, the company applied for 84 RCEP certificates of origin in the first five months of this year, with a total value of goods exceeding 18 million yuan.
"Since RCEP took effect for Japan, ceramic products have undergone four rounds of tariff reductions, with rates dropping from 1.7% to 1.5%, 1.4%, 1.2%, and now 1.1%. The number of orders we've received this year has doubled, and we expect the demand for certificates of origin to grow nearly four times compared to last year."
On May 17th, Kingfa Environmental Sci. & Tech. Co., Ltd. applied for an RCEP certificate of origin for a batch of high-density polyethylene plastic granules worth 180,000 yuan from Qingyuan Customs, which is part of Guangzhou Customs, for export to Thailand. With this certificate, the goods can enjoy zero tariffs when clearing customs in Thailand.
"For example, the basic tariff rate for the high-density polyethylene plastic particlesis 5%. Since RCEP took effect for Thailand, the tariff rate has been reduced to zero, saving us 9,000 yuan on this batch alone", said Wang Lu, the company's customs manager. "Considering the overall situation of foreign trade, we expect our business with other RCEP member countries to grow by 20% year-on-year."
Located in Baiyun District, Guangzhou, Guangzhou Oukatu International Trade Co., Ltd., is an enterprise engaged in the research, development, and production of cosmetics. Indonesia is one of its important export markets. According to a representative of the company, Ma Zefeng, "Previously, our eye makeup products exported to Indonesia were using the China-ASEAN Free Trade Certificate of Origin, with a preferential tariff rate of 5%. Since the implementation of RCEP, customs have been providing information about it and guided us to use the RCEP certificate of origin to enjoy zero tariffs on exports, further enhancing our product competitiveness."

RCEP全面生效一周年,广州海关关区近120亿元货物进出口享惠
从2023年6月2日起,《区域全面经济伙伴关系协定》(RCEP)对全部15个成员国生效实施。据广州海关统计,RCEP全面实施一年来,企业向广州海关申报进口RCEP项下货物61.7亿元(人民币,下同),享受关税优惠超1亿元;企业向广州海关申请RCEP原产地证书超2万份,经核准出口商自主开具原产地声明1000余份,出口享惠货值累计57亿元。
RCEP自2022年1月1日生效实施以来,成员国均按计划对其进口RCEP项下商品实施降税。截至今年5月底,日本已实施第四轮降税,菲律宾已实施第二轮降税,其余13国均已实施第三轮降税。随着RCEP政策红利不断释放,广大外贸企业持续迎来更多实惠。
广州宝柏建材有限公司是一家专业生产釉面砖的外贸企业,产品主要出口至日本。该公司关务负责人黄少君说,今年前5月,该公司共申请RCEP原产地证书84份,货值超1800万元。
“RCEP对日本生效后,到目前陶瓷产品已实施四轮降税,税率从原先的1.7%,分别降至1.5%、1.4%、1.2%,再到现在的1.1%。我们今年接到的订单已经翻番了,预计所需原产地证书数量也将比去年增长近4倍。”
5月17日,金发环保科技有限公司为一批货值18万元的高密度聚乙烯塑胶粒向广州海关所属清远海关申领输泰国RCEP原产地证书,凭借该证书,货物在泰国通关时可享受零关税。
“以本次出口的高密度聚乙烯塑胶粒为例,该产品的基础税率是5%,RCEP对泰国生效后,该产品税率已降为零,仅这批货物就为我们节省了9000元。”该公司关务经理王璐说,从外贸整体形势看,预计公司今年在RCEP其他成员国的业务将同比增长20%。
位于广州市白云区的广州欧卡图国际贸易有限公司是一家美妆用品研发和生产企业,印度尼西亚是其重要的出口市场之一。该公司负责人马泽锋说,“此前,我们的眼用化妆品出口印度尼西亚都是申领中国—东盟自贸协定原产地证书,优惠税率为5%。RCEP生效实施后,海关主动加强政策宣讲,指导我们使用RCEP原产地证书,出口可享受零关税,使我们产品的竞争力进一步提升。”
