Guangzhou unveils high-quality development plan for catering industry to enhance 'Eating in Guangzhou' brand

In line with the construction of an international consumption center city, Guangzhou recently released its "Guangzhou Catering Industry High-Quality Development Plan (2024-2035)" (hereinafter referred to as the "Development Plan"), which is based on the "Guiding Opinions on Promoting the High-Quality Development of the Catering Industry" jointly issued by nine departments including the Ministry of Commerce. The Development Plan aims to polish the golden signboard of "Eating in Guangzhou" by transforming the city into a world-renowned gastronomic city that blends traditional Cantonese cuisine with fashionable international dining, outstanding culinary specialties with cultural richness, and leading global culinary trends over the next 12 years. 

"Eating in Guangzhou" serves as the distinctive emblem of the city, which is among the first of the five major international consumption centers to introduce a catering industry plan.

The "Development Plan" focuses on the construction of an international consumption center and uses big data to comprehensively analyze the foundation of Guangzhou's catering industry. Guangzhou, known as the "Capital of Chinese Cuisine" and "International Cuisine Capital," is a member of the "World Food Cities Network" in the Chinese mainland. By the end of 2023, the total number of catering business registrations in the city reached 240,000, with nearly 134 restaurants per ten thousand people, ranking first nationwide in terms of density. The city boasts a dining circle accessible within a quarter of an hour.

Regarding the catering structure, Guangzhou has developed a diverse landscape featuring Cantonese cuisine as the foundation, embracing a myriad of international influences. By the end of 2023, there were over 100,000 Cantonese-style dining establishments, with over 40% of them categorized as formal dining, ranking Guangzhou first nationwide in terms of the number of Cantonese-style dining establishments. Additionally, there were 35,000 restaurants featuring specialties from other regions and 21,000 international cuisine establishments, with a clear upward trend in growth. The multitude of dining establishments demonstrates Guangzhou's robust potential for catering consumption and promising prospects for the food service industry.

The "Development Plan" elaborates on the current development status, predicts future trends, and identifies five major advantages for the development of Guangzhou's catering industry: (1) being an international consumption center, (2) the driving force of the "Eating in Guangzhou" brand, (3) the aggregation of resources in the Cantonese cuisine stronghold, (4) abundant related industries, and (5) the city's massive flow of people.

The plan systematically lays out the spatial pattern of Guangzhou's "Catering Core Area—Catering Feature Area" and constructs a "5+3+N" overall layout system for catering aggregation zones. This entails enhancing the quality of the core catering area in the central urban district and creating differentiated catering feature areas in the peripheral urban areas. The plan aims to establish five world-class landmark catering aggregation zones, setting a global benchmark for culinary consumption fashion.

Drawing on historical heritage, regional characteristics, and industrial advantages, the city will concentrate resources in three areas to develop distinctive culinary aggregation zones: Beijing Road Huifu Food Street area, Canton Tower-Party Pier area, and the southeastern core area of Zhujiang New Town. Additionally, efforts will be made to expand the scope of distinctive culinary aggregation zones, with a focus on developing the Shangxiajiu-Yongqingfang catering aggregation zone and promoting the development of Western-style cuisine in the Xiguan, Liwan District.

为擦亮“食在广州”金字招牌,广州发布餐饮业高质量发展规划

近日,为配合国际消费中心城市培育建设,结合商务部等9部门联合印发的《关于促进餐饮业高质量发展的指导意见》精神,广州市商务局发布《广州市餐饮业高质量发展规划(2024-2035年)》(以下简称《发展规划》),提出用12年时间,将广州打造成传统广府粤菜与时尚国际餐饮荟萃、特色美食出众与餐饮文化彰显、引领全球美食风尚的世界美食之都。

“食在广州”是广州特色城市名片,广州也是5大国际消费中心城市中,率先出台餐饮业规划的城市。

《发展规划》以国际消费中心城市培育建设为着力点,以大数据为支撑,全面梳理广州餐饮业基础。广州为“中国美食之都”和“国际美食之都”,也是“世界美食城市联盟”中国大陆地区成员。2023年底全市餐饮商事登记市场主体总数达24万家,每万人拥有餐厅近134家,网点密度居全国之首,餐饮一刻钟便民生活圈全城覆盖。

餐饮结构方面,广州形成以粤菜为先、海纳百川、国际多元等特点。2023年底有粤式餐饮门店超10万家,其中正餐类门店4.8万家,粤式餐饮门店占广州餐饮门店超40%,门店数全国第一;其他地方特色菜类正餐门店3.5万家;国际美食类门店2.1万家,且持续增长趋势明显。数量众多的餐饮门店展现出广州强劲的餐饮消费潜力和良好的饮食行业发展前景。

《发展规划》明晰发展现状,研判发展趋势,总结提炼出广州餐饮业发展5大优势:国际消费中心城市发展优势、“食在广州”品牌带动优势、粤菜大本营资源集聚优势、关联产业纵深发展优势、规模庞大的城市流量优势。

《发展规划》系统谋划广州“餐饮核心区-餐饮特色区”空间格局,构建“5+3+N”餐饮集聚区总体布局体系:在中心城区品质化提升餐饮核心区,在外围城区差异化打造餐饮特色区,建设5个世界级地标餐饮集聚区,树立全球餐饮消费时尚标杆。

立足历史底蕴、区域特色和产业优势,集中资源在北京路惠福美食街片区、广州塔-珠江琶醍片区,以及珠江新城东南核心区域打造3个中西特色美食集聚区。同时,适时拓展中西特色美食集聚区范围,重点打造上下九-永庆坊餐饮集聚区,发展西关风情特色餐饮。
