MIIT replies to suggestions from14th NPC deputies in Guangdong: actively and prudently launch pilot testing for Internet-connected vehicle access

The automobile industry is one of the ten strategic pillar industries in Guangdong Province, with one out of every four new energy vehicles in China being "Made in Guangdong".

Internet-connected vehicles are emerging as a strategic direction for the global automobile industry. At the 2023 two sessions, named National People's Congress (NPC) and the Chinese People's Political Consultative Conference (CPPCC), Feng Xingya, He Xiaopeng and other NPC deputies proposed various suggestions for the high-quality development of the Internet-connected vehicle industry, including accelerating the development of Internet-connected vehicles, and exploring systematic guarantees to expedite the application of autonomous driving (AD). In response, the Ministry of Industry and Information Technology of the People's Republic of China (MIIT) stated that China will actively and prudently carry out pilot projects for the access of Internet-connected vehicles, and continue to promote the revision of the Law of the PRC on Road Traffic Safety, so as to provide more powerful legal support for the development of the industry.

Sixteen pilot cities have been successively selected

At the two sessions in 2022, the NPC deputy and General Manager of GAC Group, Feng Xingya, proposed promoting the development of Internet-connected vehicles. He believed that the commercial application of intelligent driving vehicles required sufficient data and scenario training, but there were obstacles in data collection and algorithm upgrading at the current stage.

Therefore, he suggested moderately easing restrictions on the collection of scenes and geographical data required for intelligent driving vehicles, and coordinating efforts to promptly allow testing on highways and expressways.

In response, MIIT stated that it would actively promote road testscenariopilot demonstrations, and pilot projects of the access of Internet-connected vehicles, so as to promote the high-quality development of the industry.

Regardingpilot demonstrations, MIIT, together with the Ministry of Public Security and the Ministry of Transport, encouraged provincial and municipal government branches to formulate and implement detailed rules according to local conditions, and organize specific activities for the road testing and demonstration applications of Internet-connected vehicles. Meanwhile, MITT, in collaboration with the Ministry of Housing and Urban-Rural Development, successively selected 16 pilot cities.

Advancing the legislation on Internet-connected vehicles and autonomous driving

In response to the fast-growing Internet-connected vehicle industry and the rapid development and application of autonomous driving technology, the NPC deputy and Chairman of XPENG Motors, He Xiaopeng, submitted a proposal last year regarding exploring systematic guarantees to accelerate the application of autonomous driving.

He believed that with the rapid development of autonomous driving technology, the existing relevant laws and regulations in our country might be inadequate in addressing issues that may occur during the operation of autonomous driving systems, such as determining product access standards, and liability for traffic accidents. Therefore, he proposed to promote legislation related to Internet-connected vehicles and autonomous driving.

In this regard, MIIT replied that in recent years, with the rapid development of the smart-connected vehicle industry, the ministry and other relevant government branches have been actively promoting the improvement of relevant laws and regulations for Internet-connected vehicles and autonomous driving.

In terms of promoting the improvement and revision of laws and regulations, MIIT, together with relevant government branches, drafted relevant regulations and solicited public opinions, covering requirements related to Internet-connected vehicles, autonomous driving, network security, data security, and other aspects.

In terms of promoting the improvement of laws and regulations, in November last year, MIIT, the Ministry of Public Security, Housing and Urban-Rural Development, and Transport jointly unveiled the Guidelines for Testing Internet-Connected Vehicles on Public Roads in Pilot Cities, selecting Internet-connected vehicles equipped with autonomous driving functionality that meet the conditions for mass production to initiate pilot testing for access and conducting pilot projects of on-road operation in designated areas for Internet-connected vehicles that have obtained access.

国家工信部答复在粤全国人大代表建议:积极稳妥开展智能网联汽车准入试点

汽车产业是广东省十大战略性支柱产业之一,全国每4辆新能源汽车就有1辆是“广东造”。

智能网联汽车正成为全球汽车产业发展的战略方向。在2023年全国两会上,全国人大代表冯兴亚、何小鹏等针对智能网联汽车产业的高质量发展,分别提出了加快推动智能驾驶汽车发展、探索加快自动驾驶应用落地体系化保障等建议。对此,中国工业和信息化部给予答复称,中国将积极稳妥开展智能网联汽车准入试点,继续推动修订道路交通安全法等,为智能网联汽车产业发展提供更加有力的法律法规支撑。

已先后确定两批16个试点城市

去年两会,全国人大代表、广汽集团总经理冯兴亚提出了加快推动智能驾驶汽车发展的建议。他认为,智能驾驶汽车的商业化运用,需要足够的数据积累和场景训练,但现阶段智能驾驶汽车数据采集存在障碍,算法升级迭代受阻。

因此,他建议,对智能驾驶汽车所需要收集的场景及地理数据权限进行适度放开,并统筹各地尽快放开高速路、快速路测试场景。

对此,工信部答复称,将积极部署推进道路测试场景试点示范、智能网联汽车准入试点等工作,推动智能网联汽车产业高质量发展。

在试点示范方面,工信部联合公安部、交通运输部鼓励省、市级政府相关主管部门可以根据当地情况制定实施细则,具体组织开展智能网联汽车道路测试与示范应用工作。同时,还联合住建部先后确定两批16个试点城市。

正在推进完善智能网联汽车和自动驾驶立法

针对我国智能网联汽车产业快速发展、自动驾驶技术加速发展和落地这一趋势,全国人大代表、小鹏汽车董事长何小鹏去年提交了关于探索加快自动驾驶应用落地体系化保障的建议。

他认为,随着自动驾驶技术的快速发展,我国现行的相关法律法规中对智能网联汽车在自动驾驶系统运行中可能发生的交通事故责任认定、产品准入标准等问题并未完善,因而提出推动加快智能网联汽车和自动驾驶相关立法工作等建议。

对此,工信部答复称,近年来,随着智能网联汽车产业的快速发展,工信部及相关部门积极推进完善智能网联汽车和自动驾驶相关法律法规制度建设。

在推进法律法规制修订方面,工信部会同有关部门起草相关管理条例,并向社会公开征求意见,涵盖了智能网联、自动驾驶、网络安全、数据安全等相关要求。

在支撑完善法律法规建设方面,去年11月,工信部等四部门联合发布《关于开展智能网联汽车准入和上路通行试点工作的通知》,遴选具备量产条件的搭载自动驾驶功能的智能网联汽车产品,开展准入试点;对取得准入的智能网联汽车产品,在限定区域内开展上路通行试点。
