On August 16th, the official website of the Guangdong Provincial Government released a notice from the People's Government of Guangdong Province about the policies and measures to stable and optimize employment for the benefit of people's livelihoods.This notice includes a total of sixteen items, further strengthening the pro-employment policies.

Data shows that from January to July this year, Guangdong's urban employment increased by 828,600 people, a year-on-year increase of 4.3%; the youth employment remained stable, and the employment of college graduates progressed smoothly; the employment of migrant workers and other groups remained stable, with the total number of migrant workers in Guangdong remaining at around 42 million people. Also, the employment of those workers lifted out of poverty in Guangdong remained at around 4 million people.

The notice encourages young people to get employed. Over 60,000 internship positions will be recruited throughout the year to attract college graduates within two years and unemployed youth aged 16-24 to participate in these jobs. Employers who carry out internships should be given subsidies according to related regulations. At the same time, Guangdong will increase support for the "Greater Bay Area Youth Employment Scheme".

The notice specifies that enterprises that hire registered unemployed individuals for more than six months after January 1st, 2023, should provide these workers with a one-time employment subsidy for the youth group. Unemployed individuals facing financial difficulties and their families will be included in social assistance programs, including subsistence allowances, temporary social relief, etc.

At the same time, Guangdong will build an integrated system for employment service management, creating a "Guangdong Employment Map" to achieve "one-stop" employment public services, including employment and unemployment registration, key groups identification, job recommendation and matching, and policy benefits application.

今年1-7月：广东城镇新增就业82.86万人

8月16日，广东省政府网站发布《广东省人民政府办公厅关于优化调整稳就业政策措施全力促发展惠民生的通知》（以下简称《通知》）。

此次优化调整稳就业政策措施共有十六条，进一步强化就业优先政策。

数据显示，今年1-7月广东城镇新增就业82.86万人，同比上升4.3%；青年群体就业稳定，高校毕业生就业工作进展顺利；农民工等群体就业稳定，全省农民工总量保持在4200万人左右，在广东务工脱贫人口规模保持在400万人左右。

《通知》鼓励吸纳青年就业。全年募集6万个以上见习岗位，吸纳毕业2年内高校毕业生和登记失业的16—24岁青年参加见习，对开展见习的用人单位按规定给予见习补贴。与此同时，广东将加大“大湾区青年就业计划”支持力度。

《通知》明确，对2023年1月1日后招用登记失业半年以上人员的企业，参照青年群体给予一次性吸纳就业补贴。将符合条件的生活困难失业人员及家庭纳入最低生活保障、临时救助等社会救助范围。

同时，建设全省统一的就业服务管理一体化系统，打造“广东就业地图”，实现就业失业登记、重点群体认定、岗位推荐匹配、政策申领享受等全链条就业公共服务“一网通办”。
