The Session on Sci-tech Innovative Development in the Greater Bay Area was held in Shenzhen, with representatives from various sectors gathering to discuss the theme of "Promoting the coordinated development of industries through sci-tech collaboration and innovation in the Greater Bay Area," aiming to jointly explore the future of technological innovation in the Bay Area.
Bai Chunli, the President of the Alliance of International Science Organizations along the Belt and Road (ANSO), Chairman of the Greater Bay Area Science Forum, and academician of the Chinese Academy of Sciences, proposed further leveraging the technological innovation advantages of the Greater Bay Area, stimulating innovation vitality in Guangdong, Hong Kong, and Macao, and advancing cross-disciplinary and cross-regional scientific exchange and collaborative innovation to a new level.
Academician Ren Yonghua, a member of the Chinese Academy of Sciences and a professor at the University of Hong Kong, put forward proposals such as opening the Excellent Young Scholars Program (Overseas) and the National Science Fund for Distinguished Young Scholars by the National Natural Science Foundation of China (NSFC) toHong Kong and Macao, establishing a special fund for basic research in the Greater Bay Area, and integrating Hong Kong and Macao universities into the construction of top-tier universities and disciplines at the national level.
Academician Yu Shuhong, a member of the Chinese Academy of Sciences and director of the Institute of Innovative Materials at the Southern University of Science and Technology, proposed the coordinated utilization of high-quality scientific and technological resources in Guangdong, Hong Kong, and Macao, and the establishment of a shared platform for large-scale scientific facilities in the Greater Bay Area.
Yan Ning, the founding president of the Shenzhen Medical Academy of Research and Translation (SMART), introduced the recent developments of the institute at the sub-forum on medical sciences.
Striving to develop Nansha Science City into the second Silicon Valley.
At the forum on the development and coordinated growth of Nansha Science City, numerous experts and scholars shared valuable insights.
Currently, the first phase of the Chinese Academy of Sciences (CAS) Mingzhu Science Parkwill soon be operational and construction has commenced on a permanent venue for the Greater Bay Area Science Forum. Major scientific and technological infrastructure projectsare progressing rapidly, including acold seep ecosystem, hypersonic wind tunnel, extreme oceanographic research facilities, and drilling vessels, providing robust support for the region's collaborative development.
Significant progress is being made in advancing the innovation ecosystem in Nansha. To be more specific, the number of high-tech enterprises has increased by 21.23%, while technology-oriented enterprises in small and medium size have grown by 33.3%. Provincial-level new research and development institutions and high-level innovation research institutes account for 1/5 and 1/3 of the total in Guangzhou, respectively. With 25 newly recognized unicorn innovative companies in Guangzhou, the investment intensity of research and development stands at 5.45%, nurturing new impetus for high-quality regional development.
Zou Yong, former Deputy Director of the Regional EconomyDepartment at the National Development and Reform Commission, emphasized the importance of striving to establish a "dual-core pattern" with "Beijing's Zhongguancun in the north and Nansha Science City in the south."
Treating generative AI models like infants.
During the sub-forum around intellectual property rights, experts in intellectual property law , in response to the popular generative AI tools of today , emphasized the importance of treating generative AI with the same care as we would treat an infant.
Cong Li-Xian, the Dean of the School of Intellectual Property at East China University of Political Science and Law, stated that the new generation of artificial intelligence, represented by ChatGPT, has been applied and practiced, resulting in actual intellectual property issues. "We should treat intellectual property issues of artificial intelligence with the same care as we would with an infant, requiring nurturing, regulation, and guardianship."
Inspiring women in science and technology to contribute their intelligence.
The Greater Bay Area Science Forum also introduced a new sub-forum called "There she is: Women Scientist Session" specifically for female scientists, creating a high-end platform for communication and dialogue among women in science and technology.
Professor Chen Zhiyan from the Institute of Psychology at the Chinese Academy of Sciences stated during the forum that research on mental health has found that women have twice the risk of depression compared to men after adolescence, and one reason is that women tend to underestimate themselves.
Dr. Zheng Xiaoying, the Director of the Peking University APEC Health Sciences Academy, analyzed the current development status of women in science and technology throughout the countries along the Belt and Road, as well as the various factors influencing the motivation of women in science and technology. She also shared strategies and solutions.

建立粤港澳大科学装置共享平台
粤港澳科技创新发展分论坛在深圳举行,各界代表围绕“粤港澳科技合作创新,大湾区产业协同发展”主题,共谋湾区未来科技创新发展。
“一带一路”国际科学组织联盟(ANSO)主席、大湾区科学论坛主席、中国科学院院士白春礼提出,要进一步发挥大湾区科技创新优势、激发粤港澳三地创新活力,推进跨领域、跨区域科技交流与协同创新迈上新台阶。
中国科学院院士、香港大学教授任咏华提出对港澳地区开放基金委优青(海外)项目和国家杰青基金项目;设立粤港澳大湾区基础研究专项基金;将港澳高校纳入国家一流大学和一流学科建设等建议。
中国科学院院士、南方科技大学创新材料研究院院长俞书宏则提出,要统筹用好粤港澳三地优质科创资源,建立粤港澳大科学装置共享平台。
深圳医学科学院创始院长颜宁在分论坛上介绍了深圳医学科学院近期的建设情况。
努力将南沙科学城打造成第二个中关村
在南沙科学城建设与区域协调发展分论坛上,众多专家学者分享真知灼见。
目前,中科院明珠科学园一期南部组团即将投入使用,大湾区科学论坛永久会址已经动工建设,冷泉生态系统、高超声速风洞、极端海洋科考设施、大洋钻探船等重大科技基础设施正在加快推进,为区域的协同发展提供了强力的支撑。
南沙的创新主体正加速推进,高新技术企业数量增长21.23%,科技型中小企业入库增长33.3%,省级新型研发机构和高水平创新研究院数量分别占广州全市的1/5和1/3。最新入选广州独角兽创新企业系列榜单企业达25家,研发投入强度达5.45%,为区域高质量发展培育了新动能。
国家发改委地区司原副司长邹勇建议,努力打造形成“北有北京中关村,南有南沙科学城”的双头雁格局。
要像对待婴儿一样对待生成式AI
在知识产权分论坛上,针对当下热门的生成式AI工具,知识产权法专家提出,要像对待婴儿一样来对待生成式AI。
华东政法大学知识产权学院院长丛立先说,以ChatGPT为代表的新一代人工智能投入实践和应用,并且已经产生了实际的知识产权问题。“我们对待人工智能的知识产权问题,要像对待婴儿一样,需要抚育、监管和看护。”
激励女性科技工作者贡献“她智慧”
本次大湾区科学论坛还新设了“众里寻她”女科学家分论坛,搭建女性科技工作者沟通对话的高端平台。
中国科学院心理研究所教授陈祉妍在论坛上表示,心理健康研究发现,女性在青春期过后抑郁的风险是男性的两倍,原因之一是女性更容易低估自己。
北京大学-亚太经合组织健康科学研究院院长、发展中国家科学院院士郑晓瑛分析研究了“一带一路”沿线国家科技女性全生命周期的发展现状及影响女性科技能动力的诸多因素,并分享了对策方案。
