On September 29th, the Guangdong Joint Anti-Illegal Immigration and Anti-Smuggling Action Headquarters coordinated over ten law enforcement agencies—including coastal municipal public security, customs anti-smuggling, maritime authorities, coast guard, and marine comprehensive law enforcement corps—in tandem with Hong Kong and Macao disciplined services. Deploying over 500 law enforcement personnel, 50 vessels, and 100 vehicles, they successfully conducted a maritime enforcement exercise and joint patrolling operation in designated waters of the Greater Bay Area.
On the same day, law enforcement departments from Guangdong, Hong Kong, and Macao held a cooperation meeting on anti-smuggling and anti-illegal immigration. They officially announced the launch of the 50-day Guangdong-Hong Kong-Macao joint anti-smuggling and anti-illegal immigration operation code-named "Qingwan" and "Duanliu" 2026—aimed at clearing coastal waters and cutting off illegal smuggling networks—to secure a safe and stable maritime environment for the upcoming APEC meeting.

During the drill, the provincial headquarters broadcast real-time tracking of suspicious target vessels. In response, Guangzhou's "dual-anti" early-warning command center swiftly activated its emergency protocol. Utilizing smart monitoring systems, the center coordinated with aquatic public security checkpoints to pursue and inspect targets—demonstrating the complete enforcement procedure from single-vessel pursuit and multi-vessel interception to boarding and inspecting illegally modified high-speed boats for illegal immigration and smuggling.
Participating officers noted that the exercise targeted escalated, complex maritime enforcement scenarios—including illegal immigration via unregistered speedboats, violent resistance to law enforcement, hostage-taking, and suspects jumping into the water to evade arrest. Drawing upon an integrated air, surface, and underwater operational framework, the team deployed tactics such as police helicopter high-altitude suppression, drone aerial reconnaissance, enforcement boat surface blockades, frogmen underwater apprehensions, jet ski water rescues, and assault team boarding actions. The drill fully demonstrated the entire combat-oriented procedure, from target locking and dynamic pursuit to maritime interception, negotiation, smart rescue, covert infiltration, assault apprehension, and scene control.

粤港澳反偷渡反走私“清湾”“断流”2026联合行动启动,为期50天
9月29日,广东省反偷渡反走私联合行动指挥部统筹调度沿海地市公安、海关缉私、海事、海警、海洋综合执法等十余家执法单位,联动港澳纪律部队,共出动执法力量500余人,执法船艇50余艘,车辆100余台,在大湾区某海域成功开展水域执法演练暨联合巡航执法行动。
当天,粤港澳三地执法部门召开反偷渡反走私执法协作会议,共同宣布即日起正式启动为期50天的粤港澳三地反偷渡反走私“清湾”“断流”2026联合行动,为护航APEC会议顺利举办营造安定祥和的水域治安环境。

演练过程中,省“双反”(反偷渡反走私,下同)指挥部实时通报可疑目标船舶动向,广州市“双反”预警指挥中心迅即启动应急响应机制,依托智能监测系统,联动水上公安检查站开展追击盘查,全面展示了单艇追击、多艇合围截停、登临盘查高频可疑偷渡走私“大飞”(走私分子使用的非法改装高速快艇)执法全过程。
参演民警介绍,演练针对无证“大飞”非法偷渡、暴力抗法、劫持人员、拒捕跳水逃窜等升级的水域执法复杂警情,依托空中、水面、水下三维作战体系,采取警务直升机高空压制、无人机空中侦查、执法艇水面封控、蛙人水中抓捕,摩托艇水中救援、突击队员跳帮强攻等技战术,充分展示了广东水上执法警力锁定跟踪、动态追击、水上拦截、谈判处置、智能救援、秘密潜入、强攻抓捕、现场管控等实战处置全过程。
