To address the pain point of businesses frequently dealing with cross-departmental inspections, Shenzhen took the lead nationwide by launching the "Administrative Law Enforcement Supervision Code System" in August 2024, followed by the rollout of the "Regulations of the Shenzhen Municipal People’s Government on the Administration of Administrative Law Enforcement Supervision Codes" in September 2025. The initiative has generated exclusive QR codes for over 3.8 million market entities across the city, establishing a new law enforcement model characterized by "one code per enterprise, full-process tracking, two-way supervision, and closed-loop management."

The supervision code is linked to Shenzhen's i-Enterprise (Shen i Qi) platform. By scanning the code, law enforcement officers can instantly access a company's basic information and historical inspection records. The system intelligently matches inspection tasks from multiple departments, coordinates joint inspections, and counts them as a single record, effectively curbing overlapping visits and repeated disruptions to businesses at the technological source.
As one of the first pilot areas, Longhua District innovatively introduced a scan-to-enter platform and established a two-way appointment mechanism, allowing enterprises to independently select inspection time slots to avoid peak business hours. Law enforcement officers provide compliance guidance during their visits. Following an inspection, businesses can submit anonymous "instant code-based evaluations," creating a supervisory closed loop of "inspection, evaluation, feedback, and improvement." Meanwhile, Longhua District promotes lenient and flexible law enforcement, opening a penalty-free green channel for businesses with minor violations.
From the initial pilots to citywide coverage, efforts to reduce the regulatory burden have yielded significant results. In Guangming District, the number of on-site inspections dropped by 65.84%. Areas such as Pingshan and Dapeng have effectively reduced inspection frequencies, while Futian and Longgang have achieved orderly appointments and joint law enforcement. This practice was selected as an outstanding case of Shenzhen's business environment development and named one of the city's "Top 10 Rule of Law Events" in 2024.
深圳首创“行政执法监督码”,为380万商事主体减负松绑
针对企业频繁应对跨部门检查的痛点,深圳于2024年8月在全国率先上线“行政执法监督码系统”,并于2025年9月出台《深圳市行政执法监督码管理规定》,为全市超380万商事主体生成专属二维码,构建“一企一码、全程留痕、双向监督、闭环管控”的新型执法模式。
该监督码绑定“深i企”平台,执法人员扫码即可关联企业基本信息与历史受检记录。系统能智能匹配多部门检查任务,统筹联合检查并仅计作一次记录,从技术源头遏制多头上门、重复扰企。
作为首批试点区,龙华区创新推出扫码入企平台,建立双向预约机制,企业可自主挑选接待时段避开高峰期。执法人员入企时同步开展合规指导,检查后企业可匿名进行“码上评价”,形成“检查—评价—反馈—提升”的监督闭环。同时,龙华区推行柔性执法,对轻微违法企业开通免罚绿色通道。
从试点到全市覆盖,监管减负成效显著。光明区入企检查次数降幅达65.84%,坪山、大鹏等区有效压减频次,福田、龙岗等区实现有序预约与联合执法。深圳这一做法入选2024年深圳市营商环境建设优秀案例及“十大法治事件”。
