On April 28th, the outline of the 15th Five-Year Plan (2026-2030) for national economic and social development of Guangdong Province (the outline) was officially released. The outline sets out 22 key indicators across six major areas including economic development, innovation-driven development, people's well-being, urban-rural and regional development, green and low-carbon development as well as security, setting an average annual GDP growth target of around 5% for the province in the next five years.

A notable feature of the outline is that the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) is given a dedicated chapter and tops the list of key tasks. It calls for sustained efforts to advance the development of the GBA and to build a dynamic, internationally competitive, world-class bay area and city cluster.

In terms of scientific and technological innovation and people's livelihood security, the outline notes that Guangdong's total R&D spending will register an average annual increase of 5.0% throughout the 15th Five-Year Plan period. The growth of residents' per capita disposable income will keep in line with GDP growth, and the proportion of nursing beds in elderly care institutions will rise from 75% in 2025 to 80%.

The outline proposes that by 2030, the urbanization rate of the permanent resident population at the county level will reach around 50%. The ratio of per capita disposable income between urban and rural residents will narrow from 2.27 in 2025 to 2.05. In addition, the gross ocean product (GOP) is expected to reach 2.8 trillion yuan. In 2024, Guangdong's GOP had already exceeded 2 trillion yuan, ranking first nationwide for 31 consecutive years and contributing 27.3% to nominal regional economic growth. Accelerating the development of the marine economy and upgrading and expanding marine industries will be a key priority for Guangdong.

In promoting the environmental conservation and green development of Guangdong, the outline confirms that the province will achieve its carbon peaking goal as scheduled before 2030 and continue to maintain a leading position nationwide in reducing carbon dioxide emissions per unit of GDP.

广东“十五五”规划纲要正式印发：未来五年GDP年均增长5%左右

4月28日，《广东省国民经济和社会发展第十五个五年规划纲要》（以下简称《规划纲要》）正式印发。《规划纲要》围绕经济发展、创新驱动、民生福祉、城乡区域、绿色低碳和安全保障设置了六大类22个指标，定下未来五年全省GDP年均增长5%左右的目标。

《规划纲要》的一个显著变化是粤港澳大湾区单独成章，且在重点任务列表中居于首位，提出要久久为功推动粤港澳大湾区建设，打造富有活力和国际竞争力的一流湾区和世界级城市群。

在科技创新和民生保障方面，《规划纲要》指出，“十五五”时期，广东的全社会研发经费投入年均将增长5.0%；居民人均可支配收入增长与GDP增长同步，养老机构护理型床位占比从2025年的75%提升到80%。

《规划纲要》提出到2030年，县域常住人口城镇化率将达到50%左右，城乡居民人均可支配收入比值将从2025年的2.27缩小为2.05，海洋生产总值将达到2.8万亿元。2024年广东海洋生产总值已逾2万亿元，连续31年位居全国第一，对地区经济名义增长贡献率高达27.3%。加快发展海洋经济，做强做优做大海洋产业是广东海洋经济的下一步重点。

在绿美广东生态建设方面，《规划纲要》指出，2030年前广东碳达峰目标将如期实现，单位地区生产总值二氧化碳排放水平继续走在全国前列。
