Guangdong's High-quality Development Conference charts coordinated path for manufacturing and services

For the fourth consecutive year, Guangdong has kicked off the year in sprint mode, holding its annual provincial High-quality Development Conference. This year, the focus is on the coordinated development of the manufacturing and service sectors, setting a key strategic direction at the outset of the 15th Five-Year Plan period.

Manufacturing remains the bedrock of Guangdong's economy. In 2025, the value added from high-tech manufacturing and equipment manufacturing accounted for 34.7% and 59.6% of total industrial value added above designated size respectively, significantly outpacing the national average. Recently, the ultra-high-definition video display industrial cluster surpassed one trillion yuan in revenue, becoming China's first trillion-yuan cluster in this field. This brings the total number of trillion-yuan industrial clusters in Guangdong to ten, cementing its leading position in industrial strength.

The service sector is injecting powerful momentum into Guangdong's economy. In 2025, the added value of Guangdong's service sector reached 8.5 trillion yuan, accounting for 58.3% of its GDP, ranking first in China for the 41st consecutive year. The total retail sales of consumer goods hit 4.6 trillion yuan, the real-time population in Guangdong was 150 million, and three key sectors, industry, information technology, and finance, contributed a total of 66.7% to the economic growth.

Guangdong has charted a clear path for development: in the realm of producer services, the goal is to establish 100 agglomeration zones by 2027, connecting the Pearl River Delta region with eastern, western, and northern Guangdong to cultivate high-end industrial clusters integrating the development of advanced manufacturing and modern service sectors. Concurrently, consumer services will be continuously enhanced, with new consumption patterns such as smart business districts, digital cultural tourism, agricultural experiences, and wellness tourism flourishing. This ensures that the vibrancy of daily life resonates with modernization.

Promoting the synergy between the two sectors represents a crucial leap for Guangdong towards a higher stage of development. It is a leap up the value chain, enabling its competitive industrial products to be bundled with services like R&D, design, and finance, shifting from simply selling products to selling comprehensive capabilities. It is a thrust deeper into global competition, leveraging major cooperation platforms to join hands with Hong Kong and Macao in building a hub for high-end producer services. It is an extension towards a new pattern of regional synergy, ensuring that the benefits of integrated development reach all parts within Guangdong. And it is a stride towards a vision of a better life, embedding industrial integration into people's daily lives.

From the "world's factory" to "intelligent manufacturing powerhouse," Guangdong is now leveraging the coordinated development of manufacturing and service sectors to drive a more profound, systematic, and imaginative industrial transformation.

聚焦广东“新春第一会”,看“开局之势,关键之为”

连续四年,广东以“开年即冲刺”的姿态召开全省高质量发展大会,今年聚焦制造业与服务业协同发展,在“十五五”开局之年定下关键发展方向。

制造业是广东坚实底盘。2025年,广东高技术制造业、装备制造业增加值占规上工业比重分别达34.7%、59.6%,大幅领先全国水平。不久前,超高清视频显示产业集群营收突破万亿,成为全国该领域首个万亿集群,广东万亿级产业集群增至10个,产业实力持续领跑。

服务业为广东注入强劲动能。2025年,广东服务业增加值达8.5万亿元,占GDP比重58.3%,连续41年居全国首位;社会消费品零售总额4.6万亿元,实时在粤人口1.5亿,工业、信息技术、金融三大行业对经济增长贡献率合计达66.7%。

广东已明确发展路径:生产性服务业方面,力争2027年建成100个集聚区,推动珠三角与粤东粤西粤北串珠成链,打造高端“两业融合”产业集群;生活性服务业持续提质,智慧商圈、数字文旅、农耕体验、康养旅游等新消费蓬勃兴起,烟火气与现代化同频共振。

推动两业协同,是广东向更高层次发展的关键一跃:向价值链高端跃升,让优势工业产品搭载研发、设计、金融等服务,从卖产品转向卖能力;向全球竞争深处挺进,依托重大合作平台,携手港澳打造生产性服务业高地;向区域协同新格局延伸,推动融合发展惠及全省各地;向美好生活新图景奔赴,让产业融合落地于百姓日常。

从“世界工厂”到“智造强省”,这一次,广东选择以制造业和服务业协同发展为支点,撬动一场更深刻、更系统、更具想象力的产业变革。
