On February 24th, the first working day after the Chinese New Year, Guangdong convened its Provincial High-Quality Development Conference. Dubbed the "First Conference of Spring," the conference focused on the coordinated development of manufacturing and service sectors, marking the fourth consecutive year the province has mapped out its high-quality development agenda in such a format.

In 2025, Guangdong's GDP reached 14.58 trillion yuan, ranking first nationwide for the 37th consecutive year, supported by the twin pillars of manufacturing and services. Currently, these two sectors are shifting from parallel growth to deep integration, a transformation that bears on both Guangdong's economic resilience and the future trajectory of China's manufacturing industry.

Midea's "Lighthouse Factory" exemplifies how traditional plants have evolved into comprehensive hubs integrating R&D, manufacturing, and data services. Guangdong is driving a transition from merely "selling products" to "selling products plus providing services," making service-oriented manufacturing a key driver for industrial upgrading. Furthermore, emerging sectors like the low-altitude economy rely heavily on the synergistic support of manufacturing and producer services. At its core, this transformation is a restructuring of the value chain that breaks down industry boundaries. By making manufacturing smarter and services more robust, Guangdong aims to build a highly competitive modern industrial system.

Prioritizing the coordinated development of manufacturing and services in the opening year of the 15th Five-Year Plan is both a strategic adaptation to global trends and an internal developmental necessity for Guangdong. With the service sector accounting for 58.3% of its economy, advancing this coordinated development can effectively mitigate "Baumol's cost disease" and boost total factor productivity.

Externally, amid the restructuring of global supply chains, integrating these two sectors is crucial for seizing a competitive edge and climbing the value chain. This will propel the transition from "Made in Guangdong" to "Intelligent Manufacturing in Guangdong" and "Created in Guangdong." Internally, as a powerhouse in both manufacturing and services, Guangdong can leverage this coordinated development to enhance the value-added of manufacturing, steer the service sector back to the real economy, and bridge developmental gaps.

“十五五”开局之年，广东何以锚定“两业协同”？

2月24日，新春开工首日，广东召开全省高质量发展大会，以“新春第一会”聚焦制造业与服务业协同发展，这已是广东连续第四年以此形式部署高质量发展。

2025年广东地区生产总值达14.58万亿元，经济总量连续37年全国第一，制造业与服务业是两大支柱。当前，两大产业正从“并行”转向“深度融合”，这一变革事关广东经济韧性与中国制造业未来走向。

从美的“灯塔工厂”可见，传统工厂已升级为集研发、制造、数据服务于一体的综合体。广东正推动从“卖产品”向“卖产品+服务”转型，服务型制造成为产业升级重要抓手。低空经济等未来产业，同样离不开制造与生产性服务业协同支撑。这场变革本质是价值链重构，打破产业边界，让制造更智能、服务更扎实，构建更具竞争力的现代化产业体系。

“十五五”开局之年，广东将“两业协同”置于核心位置，既是顺应趋势，也是发展所需。广东服务业占比达58.3%，推动两业协同可有效破解“鲍莫尔病”，提升全要素生产率。

从外部看，全球产业链重构下，两业融合是抢占竞争制高点、向价值链高端攀升的关键，助力“广东制造”迈向“广东智造”“广东创造”。从内部看，广东既是制造大省、也是服务业大省，两业协同可提升制造业附加值，引导服务业回归实体经济，补齐发展短板。
