In the past, marine aquaculture in Raoping County, Chaozhou faced challenges of fragmented space, disorderly management, and mounting ecological stress.

To reverse the situation, Raoping has scientifically delineated aquaculture breeding areas, restricted breeding areas, and prohibited breeding areas through the formulation of the development plans for modern marine ranching and aquaculture in waters and tidal flats, expanding cultivable marine areas from 20,000 hectares to 47,000 hectares, a 135% increase in aquaculture space. Building on this foundation, the county took into account the different water depths of Zhelin Bayand Dacheng Bay to establish a tiered aquaculture layout of "near-shore traditional net cages, mid-water gravity net cages, and deep-sea truss-type deep-water net cages," achieving orderly development from the coastal to offshore waters.

Raoping has also explored multiple models linking technology and capital. Under the "family-based collaboration" model, younger generations are encouraged to return home, providing capital to support the expertise of the older generations. This has given rise to nearly ten"father-son teams" engaged in relay aquaculture, with net cage production generating output value exceeding 200 million yuan. The "enterprise-technology partnership" model allows technicians to become shareholders, monetizing their skills. Meanwhile, the "large-scale operators supporting small-scale ones" approach boosts the incomes of sparsely scattered farmers through methods such as "wages + dividends" and "contract-based fish farming".

It's reported that in the first three quarters of 2025, the total output value of Raoping's marine fisheries reached 3.7 billion yuan, a year-on-year increase of 7%.

产值增长7%！潮州饶平创新海水养殖方式

曾经，潮州饶平海水养殖面临着空间碎片化、管理无序化、生态压力大的问题。

为了扭转这一局面，饶平通过编制现代化海洋牧场发展规划与水域滩涂养殖规划，科学划定了养殖区、限养区和禁养区，将可养殖海域从2万公顷拓展至4.7万公顷，养殖空间释放135%。在此基础上，当地结合柘林湾、大埕湾不同水深条件，构建起“近浅海传统网箱—中海重力式网箱—深远海桁架式深水网箱”的梯次养殖布局，实现了从近岸到远海的有序发展。

饶平还探索出多种技资联结模式。“家庭协作型”引导年轻一代返乡，以资金支持父辈技术，打造出近10户“父子兵”接力养殖群体，投产网箱产值超2亿元；“企技联结型”让技术人员成为股东，实现“技术变现”；“大户带小户”则通过“工资+分红”“订单养鱼”等方式带动零散养殖户增收。

据介绍，2025年前三季度，饶平全县海洋渔业总产值达37亿元，同比增长7%。
