On the morning of December 18th, batches of goods from Hainan, including Domperidone Tablets under the brand Kuaikelin produced by Hainan Asia Pharmaceutical Co., Ltd, macadamia nuts from Hainan Jianweixian Food Co., Ltd., and stomach medicines from Hainan Miaoyinchun Pharmaceutical Co., Ltd, were shipped efficiently to destinations across China. These products are made with zero-tariff imported inputs and meet a value-added ratio of 30 percent or more, allowing them to be shipped to the Chinese mainland free of import duties, with a large share bound for neighboring Guangdong just across the sea.

"We are developing innovation and manufacturing hubs to help enterprises establish a structure in which their domestic headquarters are based in Guangdong while their outbound operations are anchored in Hainan," said Xie Yanwei, a representative of the Guangdong-Hainan Advanced Manufacturing Cooperation Industrial Park. He noted that the park will make full use of Hainan Free Trade Port (FTP) policies such as "zero tariffs" and a duty-free policy on value-added processing to help enterprises reduce international supply chain costs and establish a "bridgehead" for going global.

"Hainan needs to learn more from Guangdong and take the initiative to strengthen cooperation with the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) to achieve coordinated development," said Chi Fulin, president of the China Institute for Reform and Development, who has been engaged in reform research for over 40 years. He illustrated his point with a comparison: "The ratio of the output value of agricultural processing to total agricultural output in Hainan has yet to reach one, while Guangdong had already reached more than four times that level two years ago." As an example, he said Xuwen could become the most important support base for the Hainan FTP in the future, with strategic storage facilities for vegetables and fruits built there.


This upgraded version of the "front shop, back factory" model is reshaping the logic of industrial collaboration between Guangdong and Hainan. Since the launch of Hainan FTP construction, more than 4,000 enterprises from the GBA have invested in Hainan. In the view of Leng Mingquan, executive vice president of the Hainan Province Enterprise Confederation, cooperation between Hainan and Guangdong is by no means a "zero-sum game" but rather one of "resource complementarity and win-win outcomes," with coordination achieved in three areas: building a "front shop, back factory" structure along the industrial chain, creating an international shipping hub network through port logistics, and aligning rules in market development.
海南自贸港全岛封关,开放新风如何吹动湾区?
12月18日上午,海南亚洲制药的快克啉药品、海南健味鲜的夏威夷果、海南妙音春的胃药……一批批享受加工增值免关税政策的货物,正高效便捷地驶向全国各地,其中大量目的地指向一海之隔的广东。
“我们正在布局‘创新飞地’‘制造飞地’,支持企业构建‘广东国内总部+海南出海基地’模式。”广东海南先进制造业合作产业园相关负责人谢雁威告诉记者,园区将充分利用自贸港“零关税”、加工增值免关税等政策,帮助企业降低国际供应链成本,打造出海“桥头堡”。
“海南要更多地向广东学习,主动加强与粤港澳大湾区合作,实现联动发展。”中国(海南)改革发展研究院院长迟福林参与改革研究40余年,用一组对比向记者说明了问题:“农业加工值占农业产值的比重,海南还不到1倍,广东前年就达到了4倍以上。”他举例称,徐闻今后可能会成为海南自由贸易港最重要的保障基地,比如现在的蔬菜、瓜果都可以在这里建设战略性储藏基地。
这种“前店后厂”的升级版,正在重塑粤琼产业协作的逻辑。自海南自贸港建设启动以来,已有超4000家粤港澳大湾区企业在琼投资。在海南省企业联合会常务会长冷明权看来,琼粤合作绝非“零和博弈”,而是“互补共赢”,达成三方面协同:产业链上形成“前店后厂”格局,港口物流上打造国际航运枢纽网络,市场上推动规则对接。
