As China's largest economic province, Guangdong has repeatedly delivered textbook cases in extreme weather defense in recent years. On October 11th, China Central Television's News Channel (CCTV-13) aired a special feature titled "The Typhoon Ragasa Defense", presenting to the nation a thrilling campaign of typhoon defense. In this confrontation, Guangdong validated a full-chain model of "monitoring & early warning—targeted evacuation—technological defense—industrial adaptation," offering replicable experience for global coastal regions facing extreme weather.

Facing the year's strongest typhoon in the Northwest Pacific, Guangdong leveraged advanced meteorological monitoring systems and big-data analytics to achieve highly accurate typhoon‐path prediction: seven new-generation S-band Doppler weather radars conducted a volume scan every six minutes; balloons carrying Beidou satellite navigation sounding devices ascended to 30,000 meters to collect data, providing core support for decision-making. Across the province, 2.23 million people were relocated, and at resettlement sites, basic needs such as food, drinking water and medical care were assured.

Wang Xu, Deputy Director of the Flood, Drought and Wind Disaster Rescue Division of Department of Emergency Management of Guangdong Province, explained in the feature the call-and-response mechanism and public early-warning mechanism. While achieving a 100% call-back rate among designated emergency responders via phone calls and SMS, the authorities also pushed early-warning SMS via a province-wide, omnichannel dissemination matrix, and used scrolling outdoor electronic display screens, village loudspeakers, and other means for public outreach to ensure full delivery of warnings. At 18:00 on September 23rd, Guangdong activated its first Level I wind emergency response of this year to complete its defense deployment 13 hours ahead of the typhoon's landfall.

At Yangjiang's fishing ports, an offshore wind power big data platform tracked the trajectories of fishing vessels in real time, ensuring "all boats return to port and all crew come ashore" with no blind spots. In the Dajiao Bay Scenic Area of Yangjiang, buildings were designed to withstand force 13 winds; traditional wooden floating rafts were replaced by deep-water net cages. "From passive disaster relief to proactive disaster prevention, the industry transformation itself becomes a form of defense," said a local agricultural official.

防住风王“桦加沙”！广东贡献“教科书级”案例

作为我国经济第一大省，近年来，广东在极端天气防御中屡屡交出“教科书级”案例。10月11日，中央电视台新闻频道（CCTV-13）播出专题片《“桦加沙”防御战》，向全国观众呈现了一场惊心动魄的台风防御战，广东此役验证了“监测预警—精准转移—科技防御—产业适配”的全链条模式，为全球沿海地区应对极端天气提供了可复制的经验。

面对这场今年西北太平洋最强台风，广东依托先进的气象监测系统和大数据分析技术，实现了台风路径的精准锁定：7部新一代S波段天气雷达每6分钟完成一次体扫，北斗探空气球升至3万米高空采集数据，为决策提供核心支撑。全省累计转移223万人，安置点同步保障饮食、医疗等基本需求。

广东省应急管理厅汛旱风灾害救援处副处长王旭在片中详解预警叫应机制和公众预警机制：通过电话、短信实现防御责任人100%叫应，同时借助全网络发布矩阵推送预警短信，通过滚动屏幕、乡村大喇叭等社会宣传，确保预警到位。9月23日18时，广东启动今年首次Ⅰ级防风响应，比台风登陆提前13小时完成防御部署。

在阳江渔港，海上风电大数据平台实时追踪渔船轨迹，确保“船回港人上岸”无死角。阳江大角湾景区建筑按13级抗风标准建造，深水网箱替代传统木质渔排，“从被动救灾到主动防灾，产业转型本身就是防御”，当地农业部门负责人介绍。
