The 138th China Import and Export Fair (Canton Fair) will be held in Guangzhou in three phases from October 15th to November 4th. To ensure the smooth operation of the event and strengthen customs supervision and service facilitation, Guangzhou Customs has introduced a series of measures to support the fair.

According to the "Facilitation Measures of Guangzhou Customs to Support the 138th China Import and Export Fair in 2025," nine specific measures have been launched, including a one-stop online service platform for fair-related business, "green channels" for priority clearance for personnel and exhibits, express departure tax refund service and duty-free pickup procedures, on-site customs clearance, and the implementation of preferential tax policies for imported exhibits. These measures aim to ensure smooth and efficient customs clearance for participants and goods entering and leaving the fair.

To support Guangzhou's development as an international consumption center and promote the tax-refund consumption economy driven by overseas visitors, Guangzhou Customs has set up dedicated tax refund counters, added directional signage, expanded verification areas, and promoted the use of customs-side client application under China's State Taxation Administration system, improving processing efficiency by 90%. It has also implemented a "one form, one package" facilitation model, in which each tax refund application corresponds to one sealed package of goods—once properly sealed, customs verification can be completed quickly. This new model has increased verification efficiency by about 70%. At present, Guangzhou has nearly 800 tax refund stores, covering all 11 districts of the city.

This year's Canton Fair features an import exhibition area of 30,000 square meters, with 10,000 square meters allocated for each phase. According to Guangzhou Customs, all three phases will include imported exhibits. As of October 11th, 72 batches of exhibits valued at approximately 3.96 million yuan have arrived through ports such as the Port of Nansha, Jiaoxin Wharf, and Guangzhou Baiyun International Airport by sea and air. The exhibits include kitchen appliances, hardware tools, and machinery equipment from 222 exhibitors across 13 countries and regions including Egypt, Turkey, Thailand, and Japan.

广州海关出台多项便利措施服务支持第138届广交会

第138届中国进出口商品交易会将于10月15日至11月4日分三期在广州举行。为服务保障本届广交会顺利举办，做好通关监管和服务保障工作，广州海关对外发布多项便利措施服务支持第138届广交会。

此次发布的《广州海关支持2025年第138届中国进出口商品交易会便利措施》推出展会业务“一网通办”、便利人员和展览品通关、快速办理“离境退税”和免税品提货手续、展会现场“一站式”办理海关手续、落实进口展品税收优惠政策等9条具体措施，服务保障广交会进出境人员、物资通关顺畅高效。

为大力支持广州国际消费中心城市建设，发展境外旅客离境消费经济，广州海关设立离境退税专用窗口、增设引导标识、扩展验核场地，推广国家税务总局系统海关客户端应用，业务办理效率提升90%。推行“一单一包”便利化监管模式，一张退税申请单对应一个商品密封包，封装完好即可完成退税物品海关快速验核，旅客办理海关验核手续效率提升约70%。目前，广州市有离境退税商店近800家，实现11个城区全覆盖。

本届广交会共设立3万平方米进口展，每期各设1万平方米。据介绍，从目前在海关备案情况看，本届广交会一、二、三期均有进口展品入境。截至10月11日，已经有72批次、约396万元的广交会展品陆续从南沙港、滘心码头、白云机场等口岸以海运、空运方式入境。展品主要为来自埃及、土耳其、泰国、日本等13个国家和地区、222家展商的厨房家电、五金工具、机械设备等。
