Textbook evacuation saves 10 people from landslide in Huizhou

On August 4th, a massive landslide occurred in Huidong county of Huizhou, Guangdong province. Fortunately, thanks to timely alerts and decisive evacuation efforts, all 10 residents in the danger zone were safely relocated. The incident echoes a recent textbook evacuation operation in Zhonghe Village, Xinyi, Maoming, where local official Liu Mingfang and others braved heavy rain to move 57 villagers to safety. The two successful evacuations share many common features.

Both evacuations began with a sharp eye for subtle changes in the ground. In Huidong, patrol officers noticed a surge of mud from the mountain; in Maoming, Liu Mingfang sensed danger in the flow of muddy water. Such alertness is not a matter of luck, but the result of regular training in disaster prevention and reduction and countless experiences in heavy rain that honed their instincts.

Once the alarm was sounded, rescue operations kicked in immediately. In Pingshan Streetof Huidong, it took just one hour from activating the emergency response plan to safely relocating 10 residents. In Xinyi, township and village officials raced against time for more than two hours to evacuate 57 villagers from 25 households. Amid torrential rain, there was no hesitation—only a race on foot, with their bodies, against the deadly force of mudslides, creating a miraculous speed of life-saving action.

Most importantly, people's lives are always put first. In PingshanStreet, rescue teams were mobilized and sent into every house to patiently persuade nearby residents to evacuate. Liu Mingfang's own home was damaged, yet he still went house to house, knocking on doors and waking up sleeping villagers. This unwavering commitment to the principle of "better to overprepare than be caught unprepared" was vividly embodied in soaked clothes, worn-out shoes, and hoarse voices, forming the most solid foundation for protecting lives.

惠州山体滑坡10人安全转移背后的“教科书式”救援

8月4日,惠州惠东发生大面积山体滑坡。所幸,由于预警及时、避险果断,风险区域内10名群众全部安全转移。这不禁让人想起日前在茂名信宜中和村,刘名芳等干部冒雨转移57人的“教科书式”避险案例。应该说,两次成功避险,有许多共同之处。

两次避险的起点,在于善于观察土地的细微变动。惠东巡查员警觉于“大量山泥涌出”,茂名刘名芳则从“很多黄泥水”中窥见危险。这种敏锐,靠的不是运气,而是在日常防灾减灾培训的积累,在无数次暴雨中练就的“火眼金睛”。

警报拉响后,救援之力瞬间迸发。惠东平山街道从启动应急预案,到完成10名群众的安全转移,仅用一个小时;信宜的镇村干部们争分夺秒两个多小时,将25户57名村民悉数安全转移。暴雨中,没有犹豫观望,用脚步以血肉之躯赛跑泥石流,刻下了生命救援的奇迹时速。

更关键的是,是把“人”放在最前面。惠东平山街道统筹调度救援力量,逐户耐心劝导周边居民撤离;刘名芳自家房屋受损,却仍挨家拍门唤醒沉睡村民。这“宁可十防九空,不可失防万一”的担当,是湿透的衣衫、磨破的鞋底、喊哑的喉咙,凝成了守护生命最坚厚的基石。
