Understanding Guangdong's threefold policy to 'invest in people' from a job fair

On March 16th, the launch ceremony of the 2025 National Urban Joint Recruitment Spring Event for College Graduates and a large-scale job fair under the "Million Talents to South China Plan" kicked off at the Canton Fair Complex in Pazhou, Guangzhou. With over 1,000 employers offering more than 50,000 positions—nearly 10,000 of which are targeted at PhD holders and postdocs—this event is regarded as Guangdong's most competitive spring recruitment fair.

This year, the Chinese government work report introduced the concept of "investing in people" for the first time. This approach transforms financial and resource investments into opportunities for personal development and improved quality of life. It aims to guarantee public welfare spending and create a supportive employment and entrepreneurial environment.

Guangdong's commitment to "investing in people" begins with attracting talent through its industries. The job fair gathered over 1,000 employers, including state-owned enterprises, public institutions, and listed companies. The job openings spanned emerging sectors such as artificial intelligence and new energy vehicles, aligning with Guangdong's industrial strengths. A modernized industrial system provides ample development space for diverse talents.

The key lies in fostering innovation-driven talent. High-paying positions, including those offering annual salaries in the millions, as well as roles for PhD holders, postdocs, and scientific researchers, were prominent at the fair. Many regions even pledged to absorb the risks of innovation failures, demonstrating their strong demand for top-tier talents. Guangdong has led China in regional innovation capacity for eight consecutive years, ranking among China's top players in artificial intelligence. By attracting global expertise to explore new frontiers, Guangdong leverages talent to develop technological innovation and advanced manufacturing.

It is also crucial to keep talents through relevant policies. To keep talents, Guangzhou provides adequate employment subsidies, robust entrepreneurship support, comprehensive talent benefits, and substantial training funding. At the same time, Guangzhou safeguards streamlined residency registration, housing access, comprehensive child education support, and responsive public services. Shenzhen provides housing and entrepreneurial support. Special policies and selection mechanisms are being explored to support young professionals. At the job fair, a "food and beverage" section offered refreshments. This comprehensive policy approach fosters an environment that values, respects, and cherishes talent, helping young professionals establish their careers.

"Investing in people" ultimately yields returns for the people. Guangdong's approach is both a pragmatic decision and a long-term strategy. As the "Million Talents to South China Plan" converges with the innovation-driven growth in Guangdong-Hong Kong-Macao Greater Bay Area. By constructing its development strategy around "investing in people," Guangzhou spares no effort so that human resources can form the best momentum for high-quality development.

从这场招聘会看广东“投资于人”的三重逻辑

3月16日,2025年全国城市联合招聘高校毕业生春季专场活动启动仪式暨“百万英才汇南粤”春季大型综合招聘会在广州琶洲广交会展馆举行。超千家用人单位提供超5万个岗位,其中近万个面向博士、博士后,堪称广东“最强春招会”。

今年政府工作报告首提“投资于人”,将资金、资源转化为人的发展机会与生活质量提升,涵盖民生支出与就业创业环境打造。

“投资于人”必然回报于人。广东“投资于人”是务实选择与长远布局,当“百万英才汇南粤”遇上大湾区创新发展,广东围绕“投资于人”谋事,让“人”成为高质量发展“最大增量”。
