In the 2025 Government Work Report, keywords such as "AI+," "computing power resources," and "green transition" have sparked widespread discussion.

Guangdong Province is answering this call through integrated strategies that amplify the synergies of green energy, intelligent technologies, and digital ecosystems—from powering all National Games venues with 100% renewable electricity, to Shaoguan's plan to build 546,000 standardracks to solidify global digital competitiveness, and Shenzhen's over 3,000 AI enterprisesforming a complete supply chain from chips to real-world applications.

Guangdong has gradually established a full AI industry chain

In recent years, Guangdong has gradually established a full-fledged AI industry chain, forming a regional development pattern driven by Guangzhou and Shenzhen, centered in the Pearl River Delta, and supported by coordinated efforts in eastern, western, and northern Guangdong.

Through government-backed funds, Guangdong is actively attracting venture capital into AI industries. For instance, the "Guangzhou Science and Technology Innovation Fund of Funds" has launched 36 sub-funds with a total scale of nearly 30 billion yuan, investing in over 50 AI projects.

Shenzhen has also made remarkable strides. Intellifusion, known as "Shenzhen's first AI stock," is a homegrown AI enterprise. The company was successfully listed on the STAR Market in April 2023 and boasts full-stack capabilities in algorithms, chips, and big data.  

At the end of last year, Tencent's Greater Bay Area (Shaoguan) Intelligent Computing Center officially broke ground. As one of China's 10 national data center clusters, Shaoguan has allocated a 6,277-acre startup zone, featuring "three production centers and one digital industry incubation center." So far, 22 intelligent computing projects have settled in, with a total investment of 62.1 billion yuan and a planned construction of 546,000 standard racks. Shaoguan has built 10 all-optical 400G networks connecting GBA cities, reducing one-way latency to Guangzhou and Shenzhen to 1.3 ms and 1.66 ms respectively, meeting the demands of most low-latency services in the area.

Guangdong strengthens its computing power

Guangdong is committed to building a robust computing infrastructure for the GBA. In Shaoguan, projects from China Telecom, China Unicom, and Yingshuo have already been completed and put into operation, while projects from GDS and AI Tech Flsay are progressing smoothly.

Meanwhile, Shenzhen is accelerating the launch of Peng Cheng Cloud Brain III and Phase II of the National Supercomputing Center in Shenzhen, creating core hubs for national intelligent computing. The city is also doubling the capacity of existing AI computing centers through new 10-exaflop clusters.

Guangdong leads the way in green and low-carbon initiatives

In recent years, Guangdong has actively carried out green and low-carbon pilot programs.

Multiple"green factories" and "zero-carbon factories" has emerged across the province: GAC Aion's Intelligent Eco-Factory in Guangzhou is the only "Lighthouse Factory" in the global new energy vehicle sector; Hisense Visual Technology's Jiangmen factory is China's first and only "zero-carbon factory" in the TV industry; at P&G's Luogang Plant, GPT technology optimizes global supply chain routes on 100% green-powered production lines, saving over 30% water and electricity.

广东以“绿色×智能×数字”的乘数效应解题破局：从力争实现全运会场馆常规电力100%使用绿色电力，到韶关规划54.6万标准机架夯实全球数字竞争力底座，再到2026年超过3000家深圳人工智能企业串联起“芯片-算法-场景”全链生态……　　

广东已逐步构建人工智能全产业链

近年来，广东已逐步构建起人工智能全产业链，初步形成以广州、深圳为主引擎，珠三角地区为核心，粤东、粤西、粤北协同联动的区域发展格局。

广东通过政府性基金，带动各类创投资本积极布局人工智能产业。其中，广州科技创新母基金设立36只子基金，总规模近300亿元，投资超50个AI项目。

深圳同样表现亮眼。“深圳人工智能第一股”云天励飞就是深圳本土成长起来的人工智能企业。这家公司于2023年4月成功登陆科创板，同时拥有算法、芯片和大数据全栈式能力。

去年底，腾讯粤港澳大湾区（韶关）智算中心项目已正式开工。作为10个国家数据中心集群之一，韶关规划了6277亩数据中心集群起步区，布局“3个生产中心+1个数字产业孵化中心”，目前已入驻22个智算中心项目，总投资621亿元，规划建设54.6万标准机架。韶关已建成10条连接大湾区城市的400G全光运力网络；到广州、深圳传输骨干机房单向时延已分别降至1.3ms、1.66ms，能满足粤港澳大湾区绝大部分低时延类业务需求。

广东筑牢算力根基

广东全力打造湾区算力底座。在韶关，电信、联通、鹰硕、华韶、移动、北江智算等项目已建成投产，万国数据、爱特云翔等顺利动工。

深圳市推动鹏城云脑Ⅲ、国家超级计算深圳中心二期尽快点亮，打造国家智能算力的核心关键节点。建设多个10E级智能算力集群，推动现有智能算力中心倍增扩容。

广东积极开展绿色低碳试点

近年来，广东积极开展绿色低碳试点和先行示范建设。一座座“绿色工厂”“零碳工厂”在广东拔地而起：位于广州的广汽埃安智能生态工厂是全球新能源车领域唯一的“灯塔工厂”；海信视像科技江门工厂是我国国内电视行业首个且唯一一个“零碳工厂”；在宝洁萝岗工厂100%绿电驱动的生产线上，GPT技术优化着全球供应链路由，实现超过30%用电用水资源的节约。
