Xi Jinping, general secretary of the Communist Party of China Central Committee, on Wednesday inspected the city of Guangzhou, south China's Guangdong Province.

Xi went to LG Display's manufacturing base in Guangzhou and GAC Aion New Energy Automobile Co., Ltd., where he learned about local efforts to promote high-standard opening up and the high-quality development of the manufacturing sector, and about how enterprises are boosting innovation and building self-owned brands.

The automobile industry is one of the key industries in the manufacturing sector of the Guangdong-Hong Kong-Macao Greater Bay Area. Guangdong has been the top province in terms of automobile production for seven consecutive years, with a total output value exceeding 1.15 trillion yuan, making it the eighth industry cluster with an output value of over one trillion yuan in the province. In recent years, Guangzhou has achieved continuous development in the new energy vehicle industry by promoting the deep integration of industrial innovation chains, industrial chains, capital chains, and talent chains.

Accelerating the occupancy of the industry heights

On April 2nd, the signing ceremony of the "Liquid Sunshine Research Institute and Industrial Demonstration Base landed in Nansha, Guangzhou" was held in Nansha District, Guangzhou. Guangzhou is improving the layout of the new energy industry and seizing the commanding heights of the new energy storage industry and the forefront of industrial development through the "government + scientific research institutions + enterprises" cooperation model.

Currently, Guangzhou has clearly identified new energy as a strategic pillar industry in the manufacturing sector and is promoting economic and social development with green and low-carbon technology innovation.

Guangzhou's Huadu district, also known as "City of Automobile in China", is launching an intelligent networked vehicle pilot program, with plans to deploy about 2,500 intelligent networked vehicles by 2025. Meanwhile, the GAC Intelligent networked New Energy Automobile Industry Park, located in the southwestern part of Guangzhou's GAC Panyu Auto City, with a total planned area of about 75 hectares under construction. The park will have a total investment of over 45 billion yuan and is expected to become an ultra-large comprehensive automobile production base, along with the existing GAC Panyu Huadu Base. They will gradually form a "high-precision-advanced" automobile technology industrial cluster with interrelated industries, shared resources, and complementary services. The park is expected to have a total output value of over 170 billion yuan, taxes exceeding 42 billion yuan, and to provide employment opportunities for over 20,000 people.

Strengthening collaborative innovation of the industry chain

The automobile industry is moving toward the "New Four Modernizations" of electrification, interconnection, intelligence and sharing at a greater speed. In the 2023 Government Work Report presented during the annual Chinese People's Political Consultative Conference (CPPCC) and National People's Congress (NPC) sessions, it is explicitly stated that the government will, with a focus on key industrial chains in the manufacturing sector, pool quality resources and make concerted efforts to achieve breakthroughs in core technologies in key fields.

Zeng Qinghong, President of GAC, has announced the company's plans to focus on the "new four modernizations" and "strengthening and supplementing the supply chain" to create three ecological carriers in the form of "energy technology ecological carrier", "industry chain ecological carrier", and "industrial cluster ecological carrier" to lead the intelligent new energy vehicle industry. During this year's two sessions, Feng Xingya, CEO of GAC, also emphasized the need for upstream and downstream enterprises in the automobile industry in the GBA to strengthen collaborative innovation and integrated development to jointly build a world-class intelligent networked new energy vehicle industrial cluster.

Guangzhou is seizing the opportunity to build a technology innovation industry cooperation base in Nansha by accelerating the research and development as well as industrialization of intelligent connected new energy vehicles (NEVs). As part of the effort, the city is enhancing the testing and demonstration of intelligent connected NEVs and developing an industry chain for such vehicles and a smart transportation industry cluster.

广州：打造世界级新能源汽车产业集群

12日，习近平总书记在广东省广州市先后考察了乐金显示广州制造基地、广汽埃安新能源汽车股份有限公司，了解当地推进高水平对外开放、推动制造业高质量发展，以及企业推进科技创新、打造自主品牌等情况，并同企业代表、科研人员、一线职工等交流。

汽车产业是粤港澳大湾区制造业的关键产业之一，广东连续7年名列汽车产量第一大省，产值超1.15万亿元，打造了第八个产值超万亿的产业集群。近年来，广州市通过促进产业创新链、产业链、资金链、人才链深度融合，实现了新能源汽车产业发展的不断跃迁。

加快抢占产业制高点

4月2日，“液态阳光研究院及产业化示范基地落地广州南沙”签约活动在广州市南沙区举行，广州正通过“政府+科研机构+企业”的合作模式，完善新能源产业布局，抢占新型储能产业制高点和产业发展的前沿。

当前，广州市已明确将新能源作为制造业当家的战略型支柱产业，并通过科技创新，推动经济社会发展绿色化、低碳化。

有“中国汽车之都”赞誉的广州市花都区正启动智能网联汽车示范运营，计划到2025年投放约2500台智能网联汽车示范运营。而在位于广州广汽番禺汽车城西南部，总体规划面积约7500亩的广汽智联新能源汽车产业园已正式开工建设，总投资额预计超450亿，未来将与已建成的广汽番禺化龙基地形成国内超大型综合汽车生产基地，并逐渐形成产业相互关联、资源相互共享、服务相互配套的“高、精、尖”汽车技术产业集群。产业园落成后，预计总产值超1700亿元，利税超420亿元，带动就业人口超2万人。

加强产业链协同创新

当前，电动化、网联化、智能化、共享化的“新四化”已成为汽车产业变革的主流趋势并加速演进。2023年中国两会政府工作报告明确，要围绕制造业重点产业链，集中优质资源合力推进关键核心技术攻关。

广汽集团董事长曾庆洪表示，广汽集团将围绕“补链强链”，聚焦“新四化”转型，着力打造“能源科技生态载体”“产业链生态载体”“产业集群生态载体”三大生态载体，抢占智能新能源汽车新高地。在今年两会期间，广汽集团总经理冯兴亚也表示，粤港澳大湾区的汽车产业链上下游企业应当强化协同创新、融合发展，共同打造世界级智能网联新能源汽车产业集群。

如今，利用南沙打造科技创新产业合作基地的有利契机，广州正加快推进智能网联新能源汽车研发和产业化，加强智能网联汽车测试示范，打造智能网联汽车产业链和智慧交通产业集群。
