On March 20, the Guangdong Province held the second press conference to release policies for boosting market confidence and promoting the quality development of enterprises. The second policy package focuses on encouraging private investment, attracting enterprises, developing science and technology, and promoting the high-quality development of the new energy storage industry.
According to Chen Yuehua, the Deputy Director of the Department of Commerce of Guangdong Province, from March 28 to March 29, "Year of Investment in China", an investment promotion conference for introducing the investment and business environment in Guangdong, will be held in Guangzhou by the Department of Commerce and the People's Government of Guangdong Province.
Break the invisible barriers to encourage private investment
Guangdong Provincial Development and Reform Commission led the development of Measures for Further Supporting the Development of Private Investment in Guangdong, aiming at breaking the constraints of private investment, solving the problems of unequal treatment and invisible barriers that private capital may encounter in developing major projects in industries, fields and businesses beyond the negative list for market access, and stimulating private investment through government investment and policy incentives.
The policies released at the press conference will further promote investments in 20 strategic industries, such as the new generation of electronic information, green petrochemicals, and advanced materials. They will also support the industries from the aspects of capital, land, energy consumption, electricity, and labor.
Support self-employed individuals to nurture well-known "small stores"
Recently, the provincial government issued 31 measures to support self-employed individuals. In addition, the policies unleashed at the meeting will further support start-ups and expand the coverage of favorable policies to individuals in universities, rural areas, and communities. To nurture well-known "small stores", the government will select model stores in the fields of folk tourism, specialty products, and special catering. It will also train and publicize "craftsmen" to ensure the differentiated development of small stores.
Share key scientific research to advance innovation in enterprises
The Department of Science and Technology of Guangdong Province led the stipulation of Measures for Promoting the Sharing of Major Research Infrastructure and Large-scale Scientific Research Instruments to enhance the sharing of these resources and better serve enterprises, especially helping small and medium-sized enterprises in terms of research and innovation.
The Science and Technology Department will use the Guangdong Science and Technology Infrastructure (GDSTI), a provincial resource-sharing platform, as the core of the information-sharing network in the province. The platform connects the National Science and Technology Information System and institutions at the local level, such as provincial departments, municipal governments, universities, and backbone enterprises, so as to establish a resource-sharing platform at multi-levels, across broad fields, and with specialized knowledge.
The revenue of the new energy storage industry is expected to surpass one trillion yuan in 2027
Recently, the Guangdong Government issued Guidelines for Promoting the High-quality Development of New Energy Storage Industry in Guangdong. According to the guidelines, in 2025, the province's new energy storage industry revenue will reach 600 billion yuan, with an average annual growth of over 50% and an installed capacity of 3 million kilowatts; in 2027, the province's new energy storage industry revenue will attain 1 trillion yuan, with the installed capacity of 4 million kilowatts.

省商务厅副厅长陈越华介绍，3月28-29日，商务部、广东省政府将联合在穗举办“投资中国年”招商引资活动广东投资营商环境专场推介会。
打破隐形壁垒：激励民间资本参与
省发展改革委牵头制定《广东省进一步加大力度支持民间投资发展的实施方案》，旨在破解民间投资的制约因素，聚焦解决民间资本在参与市场准入负面清单之外的行业、领域、业务的重大项目建设中可能遇到的不平等待遇和隐形壁垒问题，通过政府投资和政策激励引导激发民间投资活力。
这次出台的《广东省推进招商引资高质量发展若干政策措施》将强化对新一代电子信息、绿色石化、先进材料等20个战略性产业引资力度，从资金、土地、能耗、用电、用工等方面提出支持性措施。
扶持个体工商户：培育知名“小店”
日前，省政府出台了培育扶持个体工商户31条措施，结合本次会上发布的《广东省促进个体工商户发展实施办法》，加强创业扶持，推动政策服务进校园、进农村、进社区，持续扩大政策覆盖面。培育知名“小店”，打造民俗旅游、特产销售、特色餐饮等经营样板，挖掘培养“老工匠”“手艺人”，走差异化发展道路。
开放共享科研“重器”：助力企业创新
省科技厅牵头制定《关于深入推进重大科研基础设施与大型科研仪器开放共享的若干措施》，提高重大科研基础设施与大型科研仪器开放程度和强化对企服务，助力企业特别是中小企业科研创新。
省科技厅将以现有的广东省科技资源共享服务平台作为省级开放共享网络核心节点，向上对接国家科技资源网络管理平台，向下整合对接省直部门、地市政府、高校院所、骨干企业等，希望形成一个多层次、宽领域、专业化的共享服务平台网络。
到2027年新型储能产业营收力争破万亿
日前，省政府办公厅印发《广东省推动新型储能产业高质量发展的指导意见》提出，到2025年，全省新型储能产业营业收入达到6000亿元，年均增长50%以上，装机规模达到300万千瓦；到2027年，全省新型储能产业营业收入达到1万亿元，装机规模达到400万千瓦。
