The "Outline of the 15th Five-Year Plan for Economic and Social Development of Guangzhou" (the Outline) was officially released on May 29th. The Outline proposes that by 2030, the regional gross domestic product (GDP) will reach approximately 4.5 trillion yuan, with the per capita GDP exceeding 30,000 U.S. dollars, taking the lead in essentially achieving socialist modernization. Looking ahead to 2035, the regional GDP is projected to double from the 2023 level, reaching 6 trillion yuan, thereby achieving the primary goal of "rebuilding a renewed Guangzhou".

Focusing on six major areas including economic development, technological innovation, opening-up, green and low-carbon development, people's well-being, and security guarantees, the Outline sets out 29 key indicators in detail, consisting of 24 projected targets and 5 binding targets. The Outline lays out nearly 600 major projects across 9 major categories, with a total investment exceeding 3 trillion yuan.

The "15th Five-Year Plan" period is a crucial five years for deepening the development of the Greater Bay Area (GBA) and building an international first-class bay area and world-class city cluster. Guangzhou will consolidate Nansha's position as a major strategic platform, strengthen integration of innovation and industry and sci-tech innovation synergy, and optimize "hard connectivity," "soft connectivity," and "people-to-people connectivity". This includes planning and constructing the Guangzhou-Zhuhai-Macao high-speed railway, advancing projects such as Phase V of Guangzhou Port Nansha Area and the Nansha-Zhuhai (Zhongshan) intercity railway, and opening cross-boundary and cross-city low-altitude logistics routes within the GBA. Guangzhou will also accelerate the implementation of the Guangdong-Hong Kong-Macao yacht free travel policy and promote small-scale, breakthrough reforms such as "multi-entry endorsements" and "multi-destination itineraries".

5月29日，《广州市国民经济和社会发展第十五个五年规划纲要》（以下简称《纲要》）正式发布。《纲要》提出，2030年地区生产总值达4.5万亿元左右、人均地区生产总值超3万美元，率先基本实现社会主义现代化；展望2035年，地区生产总值比2023年翻一番、达到6万亿元水平，实现“再造新广州”主要目标。

围绕经济发展、科技创新、对外开放、绿色低碳、民生福祉、安全保障等6大方面，《纲要》细化提出29项主要指标，其中预期性指标24个、约束性指标5个。《纲要》谋划9个大类近600个重大项目，总投资超3万亿元。

“十五五”时期是大湾区建设纵深推进、打造国际一流湾区和世界级城市群的关键五年。广州将做实南沙重大战略性平台，做强产创协同和科创协同，做优“硬联通”“软联通”“心联通”，包括规划建设广珠（澳）高铁，推进南沙港区五期、南珠（中）城际等项目，开通大湾区跨境、跨城低空物流航线，加快落地粤港澳游艇自由行政策，推进“一签多行”“一程多站”等小切口改革等。
