On May 26th, a special press conference under the theme "Embarking on the 15th Five-Year Plan" was held in Guangzhou. The conference revealed that since the beginning of the 14th Five-Year Plan, Guangdong's GDP has increased from 11.37 trillion yuan to 14.58 trillion yuan, ranking first in China for 37 consecutive years. 

Many core indicators also rank first in China: the operating income of industrial enterprises above designated size has reached 19.34 trillion yuan, total import and export volume has reached 9.49 trillion yuan, local general public budget revenue has reached 1.39 trillion yuan (Guangdong's total fiscal revenue was approximately 2.5 trillion yuan), and the number of business entities has exceeded 22 million. Furthermore, regional innovation capacity has ranked first in China for nine consecutive years, the Shenzhen-Hong Kong-Guangzhou innovation cluster has become the world's top city innovation cluster, and per capita disposable income of residents has increased by 30.8% over the past five years.

The press conference revealed that the outline of the plan sets out key tasks for the "15th Five-Year Plan" in 19 aspects and clarifies eight development goals: First, significant achievements will be made in high-quality development, with the province's GDP growing at an average annual rate of about 5%; second, the level of scientific and technological innovation will be greatly improved, with the total R&D expenditure growing at an average annual rate of 5%; third, urban and rural development will be more coordinated, with the urban-rural income ratio narrowing to 2.05 and the gross marine product reaching 2.8 trillion yuan; fourth, new breakthroughs will be made in further comprehensively deepening reforms; fifth, the level of social civilization will be significantly improved, with the recent hit film "Dear You" specifically mentioned, showcasing the vitality of cultural innovation; sixth, the quality of people's lives will continue to improve, with the average life expectancy rising to 81.5 years; seventh, the ecological advancement of the "Green and Beautiful Guangdong" initiative will yield significant results, with carbon peaking expected as scheduled before 2030; and eighth, the foundation for development security will be more solid.

广东解读“十五五”八大发展目标

5月26日，“开局起步‘十五五’”广东专场新闻发布会在广州召开。发布会透露，“十四五”以来，广东全省地区生产总值（GDP）从11.37万亿元提高到14.58万亿元，连续37年排名全国第一。多项核心指标均居全国首位：规上工业营收达19.34万亿元，进出口总额达9.49万亿元，地方一般公共预算收入达1.39万亿元（省内财政总收入大数2.5万亿元），经营主体数量超2200万户。此外，区域创新能力连续九年全国第一，“深圳—香港—广州”跃居全球城市创新集群首位，居民人均可支配收入五年增长30.8%。

发布会透露，规划纲要从19个方面对“十五五”重点任务作出部署，并明确八大发展目标：一是高质量发展取得显著成效，全省生产总值年均增长5%左右；二是科技创新水平大幅提高，全社会研发经费投入年均增长5%；三是城乡区域发展更加协调，城乡居民收入比缩小到2.05，海洋生产总值达2.8万亿元；四是进一步全面深化改革取得新突破；五是社会文明程度明显提升，现场特别提到近期热映电影《给阿嬷的情书》展示了文化创新活力；六是人民生活品质不断提高，人均预期寿命提升至81.5岁；七是绿美广东生态建设成效彰显，2030年前如期实现碳达峰；八是发展的安全基础更加坚实。
