On May 11th, Nan'ao County of Shantou City was successfully selected for Guangdong's third batch of pilot counties for new-type urbanization with county seats as the key carrier. Adhering to the philosophy of "no industry on the island," this island county is charting a distinctive path of urbanization by leveraging its ecological endowments, green development concepts, and scientific and technological innovation resources.

The integration of culture, tourism, and sports forms the most striking underlying theme of Nan'ao's development. In 2025, the county received 11.547 million tourist arrivals, generating a comprehensive tourism revenue of 4.67 billion yuan. Relying on its unique mountain and marine ecological resources, Nan'ao has not only been awarded titles such as "China's Most Beautiful Ecological, Cultural and Tourism County," but has also become the venue for the surfing competition of the 15th National Games thanks to its excellent wind and sea conditions. For three consecutive years, the local government has been building its cultural and tourism brand, continuously transforming ecological resource advantages into industrial advantages.

Offshore wind power serves as Nan'ao's most robust industrial backbone. Three major offshore wind farm projects—Datang Nan'ao Lemen I, Datang Nan'ao Lemen I Expansion, and Huaneng Shantou Lemen (II)—with a combined investment of over 18.5 billion yuan, have been successively commissioned in Nan'ao's waters. These projects feature a total of 116 installed turbines with a total installed capacity of 1.193 gigawatts (GW), generating over 7 billion kWh cumulatively over five years. Notably, the Datang Lemen I offshore wind project has been rated as the province's only 5A-grade offshore wind farm for two consecutive years. Nan'ao's offshore wind sector has become an important fulcrum for the expansion and upgrading of Guangdong's coastal blue economy.

Furthermore, Nan'ao's momentum for scientific and technological innovation continues to gather. The "Nan'ao Science Conference" has been elevated to a national-level academic exchange platform, and the "Shuang-Qing–Nan'ao Youth Science Forum" has been established, pooling robust scientific momentum for Nan'ao's distinctive urbanization.

汕头南澳扛起海岛县试点重任

5月11日，汕头市南澳县成功入选广东省第三批以县城为重要载体的新型城镇化建设试点。这座坚守“工业不上岛”理念的海岛县，靠生态禀赋、绿色理念和科创资源，正走出一条特色城镇化之路。

文旅体融合是南澳最亮眼的发展底色。2025年，汕头南澳全县入岛游客达1154.7万人次，旅游综合收入达46.7亿元。依托得天独厚的山海生态资源，南澳不仅获评“中国最美生态文化旅游名县”等称号，还凭借优良的海域风浪条件成为第十五届全运会冲浪赛事举办地。当地连续三年打响文旅品牌，持续把生态资源优势转化为产业优势。

海上风电则是南澳最硬核的产业支撑。总投资超185亿元的大唐南澳勒门Ⅰ、大唐南澳勒门Ⅰ扩建和华能汕头勒门（二）3个海上风电场项目先后落地南澳海域，累计总装机116台，总装机容量119.3万千瓦，五年累计发电量超70亿千瓦时；大唐勒门Ⅰ海上风电项目更连续两年获评全省唯一5A级海上风电场。南澳的海上风电成为广东滨海蓝色经济扩容升级的重要支点。

此外，南澳的科创动能也在持续聚集。“南澳科学会议”已上升为国家级学术交流平台，并设立“双清—南澳青年科学论坛”，为南澳的特色城镇化积蓄了澎湃的科学动能。
