Guangdong launches 1st batch of pilot hospitals for international healthcare services

Recently, the Health Commission of Guangdong Province, Healthcare Security Administration of Guangdong Province, and Guangdong Medical Products Administration jointly released the list of the first batch of Guangdong pilot hospitals for international healthcare services, covering 25 facilities including Guangdong Provincial People's Hospital. The move marks the official launch of the pilot program.

In recent years, Guangdong has been attracting a growing number of foreign nationals seeking medical services. In 2025, visits by these groups rose by more than 20% year on year, with inpatient demand surging by 76.05%. The pilot program will better meet the diverse medical needs of residents from Hong Kong, Macao, and Taiwan, as well as foreign nationals. It will also fully leverage the unique strengths of Lingnan traditional Chinese medicine, support the integration of healthcare services in the Greater Bay Area, and enhance Guangdong's international competitiveness in healthcare.

International healthcare services refer to the provision of high-quality, sustainable medical care to Hong Kong, Macao, and Taiwan residents, foreign nationals, overseas Chinese, and others who pay out of pocket or hold international commercial insurance. Services follow internationally accepted medical technology standards, service processes, management systems, and payment methods, with costs not covered by basic medical insurance reimbursement.

 According to the plan, the pilot hospitals will focus on building an international healthcare services hub and will advance six core tasks: establishing dedicated international medical demonstration zones, developing internationally standardized management systems, innovating cross-boundary healthcare payment service models, promoting the clinical application of cutting-edge healthcare technologies, exploring online cross-boundary diagnosis and treatment services, and strengthening international healthcare operations and management.

The pilot program will run from 2026 to 2027, during which Guangdong will gradually build an international healthcare service system with local characteristics, promote the integrated development of healthcare, insurance, and tourism, further improve the accessibility and convenience of healthcare services in the Greater Bay Area, and provide solid healthcare support for Guangdong's high-level opening-up.

25家医院入选!广东首批国际医疗试点落地,大湾区国际医疗再添新动能

近日,广东省卫生健康委、省医保局、省药监局联合公布首批广东省国际医疗服务试点医院名单,包括广东省人民医院等在内的25家医院入选,标志着广东省国际医疗服务试点工作正式落地实施。

近年来,广东正吸引越来越多的外籍人士来粤就医,2025年外籍人士来粤就医总量同比增长超20%,其中住院需求增幅达76.05%。开展国际医疗服务试点,既能更好满足港澳台居民、外籍人士等人群多元化就医需求,充分发挥岭南中医药特色优势,也能助力大湾区医疗融合发展、提升广东医疗国际竞争力。

国际医疗服务是以国际通行的医疗技术标准、服务流程、管理体系和支付方式,为港澳台居民、外籍人士、海外华人等自费或持有国际商业保险的人群提供高质量、可持续的医疗服务,费用不纳入基本医疗保险报销范畴。据介绍,试点医院将围绕打造国际医疗服务高地,重点推进六项核心工作,分别是:打造国际医疗示范专区、构建国际标准化管理体系、创新跨境医疗支付服务模式、推动前沿医疗技术临床应用、探索互联网跨境诊疗服务、强化国际医疗运营管理。

试点将以2026-2027年为周期,逐步构建具有广东特色的国际医疗服务体系,推动“医疗+保险+旅游”产业融合发展,进一步提升粤港澳大湾区医疗服务的可及性和便利性,为广东高水平对外开放提供坚实的医疗服务支撑。
