On March 24th, the Boao Forum for Asia (BFA) opened in Boao, Hainan. This year marks the 25th anniversary of the forum. In 2026, China is staging a relay race of institutional opening-up, with Guangdong serving as a key hub linking past achievements with future development. Over the 11 years since the China (Guangdong) Pilot Free Trade Zone was launched, more than 770 institutional innovations have been delivered.

Since the beginning of 2026, the Nansha Area alone has rolled out a number of pioneering institutional innovations. The first pilot import of remanufactured products has been successfully completed, with a full-process traceability system based on "one item, one code" helping such imports shed the label of "foreign waste." Facilitation for automobile exports has continued to advance. The "Guangzhou-Hong Kong Automobile Export Express" has facilitated the export of more than 1,262 new energy vehicles to Hong Kong. The volume of bonded bunker fuel supply has surpassed 1.33 million tonnes, with prices falling below those in Singapore.

The effectiveness of institutional innovation is reflected in market resilience and the level of opening-up. In 2025, Guangdong's total import and export volume exceeded 9 trillion yuan. In the first two months of 2026, imports and exports grew by 22.1% year on year. In 2025, Guangdong's trade with ASEAN surpassed 1.53 trillion yuan, while trade with emerging markets including the Middle East and Africa maintained growth of over 20%. Exports of the "new three items" (new energy vehicles, lithium batteries and solar products) continued to rise, and cross-border e-commerce accounted for nearly 40% of the national total.

Guangdong is accelerating alignment with high-standard international economic and trade rules. Four years after the implementation of the RCEP, Guangdong's ports have handled imports worth 61.63 billion yuan eligible for preferential policies, with tariff reductions and exemptions totaling 1.57 billion yuan. Companies such as GAC Aion and Techtronic Industries (Dongguan) Co., Ltd. have leveraged the RCEP's rules of origin accumulation, reducing export tariffs to as low as 0% and significantly enhancing their competitiveness in international markets.

透过博鳌窗口看广东制度型开放新格局

3月24日，博鳌亚洲论坛在海南博鳌启幕。今年是博鳌亚洲论坛成立25周年，2026年的中国，正在上演一场制度型开放的接力赛，广东正是这场接力赛中承上启下的关键枢纽。广东自贸试验区挂牌11年来，累计取得制度创新成果超770项。

仅2026年开年，南沙片区就接连落地多项首创性制度创新。首单再制造产品进口试点业务顺利完成，通过“一物一码”全流程追溯体系让再制造产品进口告别“洋垃圾”标签；汽车出口便利化持续突破，“穗港汽车出口快线”已服务超1262辆新能源汽车出口香港；保税燃料油加注规模超133万吨，价格已低于新加坡地区。

制度创新的成效，体现在市场韧性与开放能级上。2025年，广东外贸进出口突破9万亿元；2026年前两个月，进出口同比增长22.1%。2025年广东对东盟进出口突破1.53万亿元，广东对中东、非洲等新兴市场进出口保持20%以上的高速增长，“新三样”出口持续攀升，跨境电商进出口占全国近四成。

广东正加快对接国际高标准经贸规则。RCEP实施4年来，广东口岸累计进口享惠货物616.3亿元，税款减让15.7亿元。广汽埃安、东莞创机电业等企业依托RCEP原产地累积规则，出口关税最高降至0%，显著提升国际市场竞争力。
